AGRARIAN Reform Secretary Nasser C. Pangandaman has junked the Hacienda Luisita stock distribution option (SDO) because of alleged violations in the 1989 agreement between the owners of the land and the 5,000 farmers.
It will now be up to the Presidential Agrarian Reform Council (PARC) headed by President Gloria Macapagal-Arroyo to decide what to do with the 5,000-hectare land, which the Cojuangcos own, Pangandman said.
He is confident that the PARC will uphold his decision to revoke the SDO, which a special legal team of the Department of Agrarian Reform (DAR) had recommended.
The SDO allows landowners, who run their farms as corporations, to distribute shares of stock to farm workers in lieu of a land transfer.
