AGRARIAN Reform Secretary Nasser C. Pangandaman has junked the Hacienda Luisita stock distribution option (SDO) because of alleged violations in the 1989 agreement between the owners of the land and the 5,000 farmers.

It will now be up to the Presidential Agrarian Reform Council (PARC) headed by President Gloria Macapagal-Arroyo to decide what to do with the 5,000-hectare land, which the Cojuangcos own, Pangandman said.

He is confident that the PARC will uphold his decision to revoke the SDO, which a special legal team of the Department of Agrarian Reform (DAR) had recommended.

The SDO allows landowners, who run their farms as corporations, to distribute shares of stock to farm workers in lieu of a land transfer.

Default of Cory's Azucarera and Hacienda Luisita

    Cory’s soured azucarera

    Cocktales by Victor C. Agustin

CORAZON Aquino is battling public demons in public governance. But, within her family hacienda in Tarlac, the question of management competence and tangled familial relationships continue to threaten the viability of the family’s publicly-listed Central de Azucarera de Tarlac.

“The ability of the company to continue as a going concern depends on the successful implementation of its planned initiatives to increase revenue and reduce costs, the finalization of the ongoing settlement of its liabilities with creditor banks and settlement of the inter-company accounts with related parties,” said SGV auditor Belinda Fernando in reviewing the 2007 operations of Central Luzon’s biggest sugar miller and refinery.

Despite a near-monopoly status, cornering 61.22 percent of total Central Luzon sugar cane harvest for 2006-2007 crop year, the Cojuangco azucarera still doubled its 2007 loss to P175.89 million from the previous year’s P87.48 million.

The bright side? The 2007 loss was smaller than 2005’s nearly P549 million of red ink.

Yet, despite the continuous and larger losses, the family-controlled Jose Cojuangco and Sons Inc., the azucarera’s general manager, even saw its management fee increased to P7.2 million for 2007 from P4 million the previous year.

The management fee is on top of the modest P7.8 million in total compensation the 81-year-old chairman/president, Pedro Cojuangco, and top management received for that year.

Incidentally, the Cojuangco patriarch also happens to be the president of Jose Cojuangco and Sons, as well as that of Hacienda Luisita, the Cojuangco family’s sprawling hacienda that supplies the bulk of sugar cane milled by the azucarera...
