@chip there were negotiating thats why they didn't shoot as much as they wanted no casualties.

and their negotiation failed big and leaded to more casualties.


negotiation for a chance to solve the problem... there were lots of alternative chances like to open fire a clear shot to disable the hostile temporarily(if they didnt want casualties) or permanently.
