Basaha maayo ako last paragraph. Wala ko makaingon nga dili ta maka-defend sa atong nasud. Sa atong state of preparedness, makaingon kaha ka nga strong atong Armed Forces especially atong Air Force? Di na lang lagi ta patuga-tuga kay wala tay technology to make our own war machine and equipments. So, unsa may solution, di ba it would be more practical to be neutral and develop a strong economy rather than making war machines and tell the world that we are ready for war? Like I said, American might and power is already enough for us to be living peacefully with other neighbouring countries. Ato na man gyud ni silang Ally, ato na lang gyud nang pahimulsan ilang kaayo nato kaysa sige tag debate nga unsaon nato pagpanindot ug pakusug sa atong Air Force or in general atong Armed Forces.

yes...i would agree with you...i already mentioned the same point in my previous post...we are a 3rd world country and having the U.S. as one of our allies i think it is better if we will utilize their resources as they used our raw natural resources...and like i said, we a have strong, well-trained troops...i personally know this...our air capability is not enough because even RADARs are not available for the Air Defense Operations...

and maski pa ug tabangan ta sa U.S. in defending our country against external threats, wala man japon silay mga military base diri sa Pinas...maghulat pa ta sa ila support gikan sa Base sa Japan or Hawaii?? layo na kaayo... we will remain neutral jud kay we are not capable to stand with our own to fight any of our neighboring states. mao na ang vietnam, china, thailand, etc kay naka tukod na ug mga hidden bunkers sa sholes and islands sa Kalayaan group (spratley)... and maybe some of you don't know that...our air force are taking frequent Aerial photo-recon sa area and i personally saw the pictures....and it is alarming...

there is no problem with being neutral but as long as we can keep our sovereignty intact... but as of now all we can do is watch. it's a sad reality....very sad...

pero para nako it is our own personal commitment jud to participate in the progress of our country... unsa may mahimo sa atong mga reklamo ug atong mga aligotgot if kita mismo walay contribution sa progress... ako, i am not proud at this pero if mag gyera man gani i will take part in the fighting force that's why i am still in service my reserve unit in the Air Force...in my little ways i am doing things that will contribute in the development sa Pinas....maski dili about ug WAR.

we can only help ourselves. and i believe that change should start from within...ako gikapoy nako ug sige reklamo sa kakulang sa ato government in providing us with what we need. so i decided to quit complaining and start things myself... although i still have the grievances inside me, no change will happen if no one will act...

yes, our Air Force may be one of the weakest but it doesn't mean we are not capable...less capable indeed...but still we can make a difference... but first we should start with ourselves...and maybe, just maybe, our individual convictions towards positive change (unselfishness, kindness, etc) will eventually make a BIG leap towards progress... then we can see our AIR FORCE soar proudly in the sky giving us a sign of freedom and solace.

in the modernization program of the air force we have phases that was being attended in order to take have sufficient time to focus in certain matters... in pursuit of the much expected Capability Upgrade Program (CUP)

Phase 1- "Back to Basics" focuses on improving the AFP's ability to conduct Internal Security Operations (ISO)

Phase 2 & 3- More advanced aircraft are expected in the next phases of the CUP, which is when genuine modernization is expected to start. PAF-related components of these phases are grouped into what it calls "Horizon programs", with Horizon 2 expected to begin in the 2010 to 2012 time frame.

Horizon 2, the transition stage to territorial defense, is set to take effect by 2012. Air Force Chief Lt. Gen. Pedrito Cadungog said the Air Force is presently in the process of making a study of what type of fighter jets they are going to acquire. He said the acquisition can only start after 2010 which is the projected defeat of internal security threats.(from Philippine Air Force - Wikipedia, the free encyclopedia)

there it is guys...we have a planned program in upgrading our Air Force... and presently we are working on the Phase 1. WE, because i am participating in it personally. and we need YOU out there for your support and cooperation in achieving a much favorable result. this can't be done by the "military guys" alone.

Our Airforce budget is quite low & combine it with corruption.

    @Manta Rye
I been hearing that "phase" stage long time ago since then there are no progress or whatsoever.
IMO we are the only country here in ASEAN region who cannot defend our own airspace.

Is the Sokol procurement part of Phase I?

Phase 1 is ISO or Internal Security Operations. therefore it is focused on our COIN operations. yes, those Phases are indeed outdated and overused but it doesn't mean it is not working. only that this particular phase it not focused on the equipments or aircrafts. it is a "close door" progress report that is classified only to the people inside the department... this phase 1 is essential in our development...

the reason why the phase 1 is focused internally is because we are not at war at any country yet. so we tend to contain the insurgency problems we have locally first. corruption aside and manipulation aside, it is very critical if we are to aim to defend our airspace. one of the reason for phase 1, in my own understanding, is preparing the air force personnel for the new equipments. or shall i say "trustworthy check" rather than the overrated "loyalty check". phase 1 is focused on the people worthy enough to be trusted to operate the new equipments, weapons, air crafts so that it will not be used against the government.

it is one counter-measure that we should prepare. acquiring the "weapons" before we check the people using it is very critical... Phase 1 is for INTERNAL SECURITY OPERATIONS, whether you are a rebel, an ordinary citizen, or even in the politics or military... we are to ensure that these acquisitions are in the right hands.

" even if we have the most sophisticated arsenal in our military (esp in the Air Force), it would be useless if they fall into the wrong hands" - Manta Rye
