I tip 15 - 20% in general. If the service is good maybe more. I use to wait tables while I was in college. Here in the US a waiter/waitress generally make minimum wage. They're really depending on the tips to get them through. Some restaurants who do service charges will split it evenly amongst the wait staff plus the busboys and host at the end of the night.

I don't agree that tips should be mandatory but c'mon! Waiting tables is a hard, grubby job. When I was waiting tables I got an average 3-4 tables, some people are cheap and would only order the cheapo menu and they stay and chit-chat for hours! If you're gonna go cheap leave ASAP so I can free up your table for the other customers. If your not willing to take care of the people taking care of you then don't go out to eat. Serve yourself at home.

FYI - if you don't tip don't go to the same places over and over again. They'll remember you and do stuff I'm not gonna mention. I've seen it happen.
