    giver_bert: Philippines is a republic and democratic country, right? This form of gov't is too old and our leaders are corrupt. All provinces income, tax and other income will directly goes to the national gov't (80% ) of it, the 20% will be return to each province as budget, right? Now, if we'll change the system into parliamentary and federal this flow will be reverse.

    Right now Quezon City and Manila City were very much enjoyin on this previllage. Pwerteng haya2x nila. Dawat limpyo, Our country is similar to an octopus where in Manila and Quezon City as the head while all provinces are the tentacles. ( ulo ray ni dako ang gaway pwerteng dauta ).

    Centralize man ang income tax. So asa man ta ana? Cebu can stand alone with its tax of billion pesos a year. You can't change the history, that's already done instead you change the future. agree?

    @Bolshio: indeed, but come to think of it, despite the current system, cebu manages to get in to where it's standing right now..

    most of us want systemic change, our idea of such change, i'm afraid may be different from GMA’s (De Venecia and FVR con-ass)Â* it will perhaps be used for the good of the people of the proposed state.. for others with hidden agenda and warlord tendencies, the shift will be most welcome.. before federalism can be setup, systems must be decided first.. (US choose presidential form of governing their system under federalism which comprises different states of the union.. each state will also write their own constitution, any laws that don’t belong to the federal government belong to the state) not until such is accomplish i’d rather stick to the present form of a unitary presidential system - we know distinction of powers and responsibilities of every division and how it operates, the details and the responsibilities of implementation are clear, the jurisdictions have been established, and the jurisprudence has been defined..Â* the defects of the system can be cured, by granting the local government units greater autonomy, as in the autonomous regions.. with fine-tuning and other reforms in government, social, and economic fields, many of our problems will be solved.

    i still believe it is not the system that is important, but the human beings who lead, the bureaucracy who run the system, and finally, the citizens who make up the state.. the system is secondary, it’s the quality of the citizenry that makes or breaks the system..Â*

    In my own points of view, strictly implementation of law is the best answer to our political crisis. System must be fixed first, second are the player. Once you establish a system and you follow it, definitely you can expect good output.

    Frankly speaking, still we are in the learning stage right now. Dili pata ready mu dala or govern og nasud. Try to ask any political analyst regarding our political status and capabilities although we have potentials but then again we're not ready to govern our country. Remember after Spanish era? transition to US government?

    Pre mature pata in terms of politics, but if only we can implement the system and follow it heartily am sure we can manage it.

    Para nako ok na ang sistema sa pag ka karon. Kanang imong gi-ingon nga privilege kaayo ang manila dili man na tinood. Kung imo bout huna hunaon grabe baya kabulahan ang Cebu sa kasamtangang sistema. Duha na ato bridge, naa ato SRP unya nagpadayun man pag bubu' ang mga investments diri. Unsa pa may atong ibagolbol ana?

    Bantay lang gyud ta anang CON Ass kay sa ako tan-aw political survival ra sa mga pulitiko ang primary consideration ana. With or without pulitiko, mo asenso gyud ang Sugbo.

    that's what i'm trying to stress bro.. the solution doesn't solely lies into just changing the system, although i respect your insight on giving much more weight to changing the system, however, you would agree with me that significantly a big part of the solution is "if the people and entities vestes with the power and responsibility would do what it is due and expected from them" right?

    not unless we can be assure of it, then all efforts of changing the system would be futile.. it's true about your recent posts that correlating this issue in business realm, most businessmen got most of their success by consistently being dynamic, they are willing to spend a great deal of capilal investment - BUT THAT'S AFTER CAREFUL STUDY OF ITS FEASIBILITY, not unless these people are presented with highly probable projections of such endeavor's success, then they are not gonna be too bold at pushing it.. i guess it goes the same way with the idea of changing the system, especially since we're talking also here of financially - billions of de rigueur cost
