Guv orders strict ban on bikini competitions
CEBU Gov. Gwendolyn Garcia yesterday ordered the strict prohibition of bikini contests in Cebu Province.
She signed an executive order directing all chief executives and officials of local government units to strictly observe and implement provisions of the Women’s Development Code of Cebu.

She warned that charges will be filed against officials who violate the code.
When asked whether the order would affect Cebu tourism, Garcia said, “for tourists who only come to us because they are only looking for scantily-clad women, they better go elsewhere.”
“We certainly have more beautiful attractions than half-naked women and being degraded. Those kinds of tourists are not welcome here,” Garcia said in a press conference. Garcia is Cebu’s first woman governor.
The order is already in effect.
Over the weekend, several priests in Bantayan Island sought the help of Governor Garcia and the Cebu Provincial Board to ban bikini contests, especially during the Holy Week.
Bantayan Island is a popular Holy Week destination.
Garcia said the order she signed, which was sent to all towns, component cities, police officers and government agencies under the Capitol, should serve as a stern warning to all officials in Cebu Province.
The governor said she will immediately stop the release of any financial assistance to a local government unit that violates the code.
Garcia said everyone should observe solemnity and commemorate the passion and death of Jesus Christ during the Holy Week.
“It (bikini contest) is an insult. It is unacceptable to have such obscenity, such lewdness in the midst of all the religiosity that Catholics all over must observe,” said Garcia.
The governor also warned business establishments that promote and hold similar shows.
“I am the most supportive friend of business but I will be their worst enemy when it comes to upholding dignity and respect for women,” said Garcia.
In signing the order, Garcia cited Chapter 3, Article 1, Section 5 of the Women Development Code, which prohibits beauty contests that “tend to commodify, abuse, humiliate and treat women as *** objects.”
“In spite thereof, obscene and vulgar bikini and other lewd shows, in the guise of beauty contests, are still being organized and openly conducted in some areas in the Province of Cebu,” Garcia said in her order.
Not only do these shows violate the women’s code, they also cause “great damage, prejudice, and detriment of women in particular and the general public.”
If these shows are not stopped, Garcia said these will “erode the faith of the people in government and its officials.”
Garcia ordered the Cebu Provincial Police Office and other law enforcement agencies to strictly enforce the code. (GMD)
