Nisulti naman sila boss just like any other quakes nga nahitabo... Either tectonic or volcanic in nature... Which is clearly tectonic since there were no volcanoes erupting recently within the area of the epicenter. It is impossible to get a spot on conclusion due to the vastness and limited technology to observe and predict such a catastrophe...

Kung 5 and up, that's not good.
Kung below 5, ok-ok pa.

Seismology still involves a lot of guesswork. Educated guesswork, but still guesswork. Pinpointing the epicenter of a quake involves triangulating based on data received from their sensors. As more data comes, the more accurate they become. You can expect to see those numbers change a bit as they get more data.
Regarding the accuracy of Phivolcs vs USGS, there's a certain margin of error involved, and the discrepancies between the two fall between those margins. Rest assured that Phivolcs is actually very accurate (and keep in mind that USGS prioritizes American quakes over others). In fact, Phivolcs was able to determine after looking closer at their data that the initial quake's epicenter was slightly different from originally reported, a fact confirmed by the USGS' latest shakemap.
