Just an FYI, the original cybercrime law was drafted by PH-CERT, a private and a non-profit aggrupation of Information Security Professionals providing Technical and Policy Advisory Services for the COUNTRY.
But
they were not aware of the inclusion of the alleged unconstitutional provisions.
“As legislative processes go,
certain provisions managed to either disappear or find their way into the draft which veered away from the model law and the original intent of the drafters along with the constitutional safeguards that were put in place,” the group said.

The draft that we were preparing for 11 years saw some changes in the hands of legislators that we didn’t anticipate. As PH-CERT, we spoke about the possible implications of these insertions. Ours was only to follow consistency based on the Budapest Convention,” Averia said.
