Roxas were already on the ground before Yolanda made the landfall. They already position themselves (together with Gazmin) for immediate help, but the problem was Mayor who did "nothing"... now you blame Roxas for this?

Yes. Me and almost all of Tacloban and the surrounding areas. Maybe your information is wrong because you were not there and are not from there. Or maybe you are just relying on news reports coming out recently that has already been sanitized. Look at news reports of foreign news networks in the aftermath of Yolanda. They were the most accurate and the most representative of the actual situation on the ground. Roxas was even caught lying through his teeth about dead bodies being collected. Others may have short memories but not people from Tacloban.

Ang investor mu invest gyud na bisan gubot pa na ang lugar as long na ma-kakwarta sila... Yes, peace and order is important but the more important thing is the economy. Kung lambo ang economiya, daghan mu-invest kay daghan man ug kwarta. Kung daghan mu-invest, daghan maka-trabaho. Kung daghan maka-trabaho, daghan na busy na tawo ug mu-hapsay ang ilang status sa kinabuhi. Mao na ni na stage na ideal kay ang huna-hunaon na sa mga tawo ang pag maintain sa ilang status ug dili na kaayo sa kremin.
