the petition was long ago reconsidered by paypal... i think that's why they provided the "semi-functional" services for filipinos. paypal still don't trust pinoys that much. so for the mean time, paypal ph is only for purchasing stuff over the net.
OT: there are alot of payment gateways to consider aside from paypal. ikobo.com and xoom.com to mention a few.

ay dapat siguro tayo ag magsi-sign oi..... kasi paypal to paypal free man gud.
ang ako mga bossing sa US...tawn maau na lang dili i-charge sa ako sweldo ang sending nila na $8 per week via xoom. $32 din yan a month ha.... sayang ba... i am sure they will appreciate it kung fully functional na ato paypal diri.

naa diay bayad paypal magparegister? naa lagi bill naka reflect sa ako credit card i ask the bank sa paypal kuno to, naa na subscription ang paypal? would it be better to end my paypal account?
