    But heck, your argument alone that public hospitals are not needed, is clear as crystal you're full of shit. Even progressive countries offered FREE hospitalization for its citizens,

    While walking down the street one day, a Republican head of state is tragically hit by a truck and dies. His soul arrives in heaven and is met by St. Peter at the entrance.

    "Welcome to Heaven," says St. Peter. "Before you settle in, it seems there is a problem. We seldom see a high official around these parts, you see, so we're not sure what to do with you."

    "No problem, just let me in." says the Republican.

    "Well, I'd like to but I have orders from higher up. What we'll do is have you spend one day in Hell and one in Heaven. Then you can choose where to spend eternity."

    "Really, I've made up my mind. I want to be in Heaven," says the Republican head of state.

    "I'm sorry but we have our rules." And with that, St. Peter escorts the Republican to the elevator and he goes down, down, down to Hell. The doors open and he finds himself in the middle of a green golf course. In the distance is a club and standing in front of it are all his friends and other politicians who had worked with him, everyone is very happy and in evening dress. They run to greet him, hug him, and reminisce about the good times they had while getting rich at expense of the people. They play a friendly game of golf and then dine on lobster and caviar. Also present is the Devil (a Republican, too), who really is a very friendly guy who has a good time dancing and telling jokes.

    They are having such a good time that, before he realizes it, it is time to go. Everyone gives him a big hug and waves while the elevator
    rises. The elevator goes up, up, up and the door reopens on Heaven where St. Peter is waiting for him.

    "Now it's time to visit Heaven." So 24 hours pass with the Republican head of state joining a group of contented souls moving from cloud to cloud, playing the harp and singing. They have a good time and, before he realizes it, the 24 hours have gone by and St. Peter returns.

    "Well then, you've spent a day in Hell and another in Heaven. Now choose your eternity."

    He reflects for a minute, then the head of state answers: "Well, I would never have thought it, I mean Heaven has been delightful, but I think I would be better off in Hell."

    So Saint Peter escorts him to the elevator and he goes down, down, down to Hell. Now the doors of the elevator open and he is in the middle of a barren land covered with waste and garbage. He sees all his friends, dressed in rags, picking up the trash and putting it in black bags. The Devil comes over to the Republican and lays an arm on his neck.

    "I don't understand," stammers the Republican head of state. Yesterday I was here and there was a golf course and club and we ate lobster and caviar and danced and had a great time. Now all there is a wasteland full of garbage and my friends look miserable.

    The Devil looks at him, smiles and says, "Yesterday we were campaigning. Today you voted for us!"

    Wow, roads are so incredibly complex that no private companies can make them. Kanang mga dalan private contractors ra nag buhat ana. Nganong kailangan pa man nato ihatag kang Napoles ang taxes? Pwede ra man mag himo ug systema nga derechon na lang.

    Ang PDAF ba diay ang responsible para mopadayon ang mga government/public hospitals to operate? Correct me if I'm wrong but ang gigamit ani nga pondo kay sa health coursed through DOH. Ang lawmaker pwede mogahin sa iyang PDAF for i.e. hospital repairs, expansion pero dili sa ingon nga ma stop ang services sa hospital kung walay PDAF. It should be abolished since it is an unconstitutional fund.

    Kung pwede nga walay public hospital much better. Look at CCMC..after sa inspection dako kaayo ug damage..ang main column wala ni conform sa latest structural building code sa Pilipinas. Naunsa mani gikorakot? People opt to go to public hospital since it is cheaper hence also received cheaper services. And being public does not mean free anyway. Most of people experienced rejections kay pilion ra kinsay deserving even those in critical cases. Also most of the nurses were the ones being exploited na halos walay sweldo or allowance. Excuses will be training ground man nila pero ganahan pa mo ug ingon ana? Tuition sa estudyante mapunta sa government hospital? Asa man diay ang tax padung?

    Although we know nga mas mahal jud ang private, but we have an assurance na matiman jud ug tarong. We may received reports na naad pud badlongon nga staff but minimal ra jud. Kung maatiman ug tarong madali ang pasyente nga maayo. So instead of creating public hospitals, use the fund to assist any type of people, whatever their classes, taxpayer or not. Kung mapunta man gani mostly ang mga pasyente sa private then makakuha pud ang gov't ug higher taxes. Naatiman na ang yanong pasyente, maka profit ang private hospital unya naay higher tax collection ang govt in return. Diba win-win?

    Bottomline, people should not use an unconstitutional fund nor request to refine it to lessen corruption. Scrapping it will have no room, or I say the least, to misuse gov't funds for personal interests or politicking.

    CCMC is directly govern by Cebu City or the LGU, DOH is funded directly by the National Government and is only funneling its budget directly to hospitals or any health organizations which it covered-LGU is out.

    Most of the "big ticket" project the government is running will be at the hands of the president (his signature), at the proposed or submitted projects from representatives are at the mercy of the presidents approval while some LGU's shouted foul favoring administration parties... Now to prevent such abuse from power, PDAF gave authority and budget for each representatives to create or fund such project without the approval of the president hence eliminating the favoring-close to heart people in approving such projects.

    As we recall, CCMC is up to be demolish sighting structural integrity is out. The building is old, same goes to old buildings in the City it was not designed for to withstand quakes. The CCMC was built for self-reliance with the National Government, funded by the LGU. PDAF was out, CCMC is to wait for the Presidents nod for approving such budget for it to be rebuilt where as PDAF can allocate a budget without the wait of the President (a pro-bonu, since the representatives know more of their constituents problem opposite to the presidents absence of knowledge in LGU's concerns)

    Such system that prevent LGU's on its own decision makings, and to wait for further review by the president in all LGU function is going to make projects get to it's ground even more delays. Bypassing president signature surely will make a difference for such projects to be delayed as to make it more politically motivated by the president.

    Got the info here, not sure though if CCMC is listed as one:

    Structural integrity is out, yes. But regarding demolition recommendation, that would up to the experts. Not from VP Binay.

    The city council stressed that the decision to demolish the CCMC building was only made by Vice President Jejomar Binay and Rama and did not come from state experts.

    "With all due to respect to the vice president, we'd like to know the opinion of the engineers who inspected the site and look at this opportunity to maximize what we have. As I understood it from a layman's point of view, with retrofitting, we can strengthen the building and improve the layout," Osmena said, calling retrofitting "practical."
