A public official swear an oath to uphold the law and become a model to his constituents. If the mayor, say kill these criminals by putting the law in his hands, then there is no way he can stop free-for-all killing of criminals within his city even without proven evidence of the accusations because there is no due process implemented.

How about those criminals that are coming in and out from the prisons, murag balay na nila ang prisohan, mao ra gihapon, magsamok sa mga tao na nanahimik at naghahanap buhay og tarong. enough is enough for this kind of criminals.
