yes, we are partly to be blamed on this. but it always starts from the top. therefore, how we are managed reflects the situation we are in. as they say "political will" needs to be strengthened and should be consistent.. paeta this country.. SMH

kung maapektuhan ug kalamidad ang usa ka lugar... ang ma blame ky ang tanan diha sa lugar, ang individual nga mga tao ug hasta ang gobiyerno... unsa di dapat buhaton like d magpataka ug labay sa basura ug unsa dapat buhaton like maghimo ug sakto nga drainage for flood control
