It depends who is judged best and who is worst. Many will see Mayor Tomas Osmeña as the worst if you are on the other side of the fence and many will see Tom as the best if you are a known supporter. That goes too to other personalities.

Well, as far as I'm concerned, it's the father of Tommy O that is the best mayor Cebu ever had. Tom's management style and his can-do attitude are trademarks that were perfected by Serging. Besides Serging is more of a tactful person than the younger. If given a chance, Tom's brother Serge O, may do well, as he is also of the same Osmeña fiber but with a milder temperament.
