I can see them doing this in a very limited area, such as Asiatown IT Park or SRP but not the entire city as that would cost billions. There are already a number of high density condos being put up in Asiatown and SRP, so if this is coming to Cebu those are the most likely places.

In Manila, Globe has FTTH in Serendra and Alabang. Serendra is medium density upper-class, so if this comes to cebu we should expect it in at least a medium-density and/or upper-class neighborhood.

Not sure if u know that Starhub suck when it come to latency labi na online gaming....its been like that for over 2 years now....switch to new provider! naglabi na gyud lately

Fiber in general is dugay na sa Cebu, and one telco I know of has its minimum offering @ 10mb, so possible kaayo ng 12. Pero am talking about corporate accounts, and not residential as this thread points out.
