Enforcers to dress up as Santas in City’s plan to revitalize Colon
SunStar - Cebu
11/25/06
FANCY seeing traffic enforcers wearing Santa caps, musicians with disabilities crooning Christmas songs, dazzling lights and colorful lanterns?
Then visit Cebu City’s downtown area, which will be transformed starting Dec. 1 into a festive location for Cebuanos who want to feel the spirit of Christmas.
A “more ambitious and bigger” offshoot of the “Colon Kasadya 2005,” which featured lighted lanterns and Christmas decorations, among others, the City Government’s “Downtown Revitalization Project” will include not only Colon St. but adjoining thoroughfares as well.
“The downtown area was a beautiful and safe area before. Unlike now nga magpanglingi ka,” said Vice Mayor Michael Rama in explaining why he decided to expand the project he initiated last year.
Program
During the launching on Dec. 1, a program at the Metro Park Colon (where Gazini Plaza used to be) will follow a kick-off parade featuring different school-based drum and bugle corps.
A fireworks display will cap the program.
“Our mission is to revive the long lost glory of the old downtown by initiating laudable projects which will not only re-emphasize its cultural significance and historical value but more importantly, will pave the way for an environment conducive to more vigorous business activity in the area,” said project committee president George Chu in a press statement.
In an interview, he said they still have to meet to discuss security for the area.
Aside from Christmas lights, lanterns and ‘Santa’ traffic enforcers, blind musicians will be stationed on Colon St., particularly outside Gaisano Metro, Colonnade Mall, Gaisano South and also outside Elizabeth Mall at the corner of Leon Kilat St. and N. Bacalso Ave.
Joyous, festive
The musicians with disabilities will not only earn a living, they also help “make the atmosphere in Colon more joyous and festive.”
They will do street caroling from Dec. 1 to 31.
Councilor Hilario Davide III also proposed last month the possibility of converting portions of Colon St. and its connecting streets into an exclusive tourist zone and closing these areas permanently to vehicular traffic.
This way, sidewalks in the area need not be cleared of obstructions, as vendors won’t be displaced anymore and deprived of their livelihood because they can already sell their wares openly in the streets without causing inconvenience to pedestrians using the sidewalks, he said.
Davide said an exclusive zone will attract local and foreign tourists and even local residents.
Closing a portion of the street to traffic will encourage people to walk and lessen, if not eliminate, traffic accidents in the area, he added.
Davide said converting a historic area, like Colon, into an exclusive tourist zone or promenade is not uncommon in foreign cities.
The City Council asked the City Traffic Operations Management and the City Planning and Development Office to study the proposal. (RHM)
