I think you could... but it would be a waste. USB storage is limited to 16GB only. You can use as many USB sticks as you want but only two at a time.

Try cracking it open and install the harddrive inside the Xbox instead... read the DIY instructions available online first though.

Just to correct this. With the latest update the xbox 360 console can now detect us much as 32GB flash drives. But it is not that stable to use it so I do not suggest.

I think pwede ni bro kay sa akong na experience, gadownload ko sauna ug Halo Reach dayun nakit-an nako mga 36% na to siya and then nagduwa ko ug Gears of War 3. Pag-abot pa lang nako sa main menu, gipalong sa XBL akong download so nahimo siyang "Pending". Then pagclose nako sa GOW3, nibalik napud siya ug download, from 36%. So I think pwede man. If you want to make sure you can ask sa Xbox Forums, dali rato sila makatubag ngadto..
