It's a step in the right direction. The spirit of the bill is good, but its implementation could be mismanaged. We still need it though...it's about time. Hats off to those who didn't waver against priestly tyranny. Leaving the matter on family planning to priests/bishops is like asking an anorexic for dietary advice.

This further implies that women and men are afforded equal status in matters related to sexual relations and reproduction.
