    City Hall reshuffle part of response to video: mayor

    THERE is movement at the Cebu City Hall that a former mayor believes is political, but for Mayor Michael Rama, it was only to answer some of a foreigner’s gripes in an online video.

    Catherine Yso is out of the Department of Social Welfare Services (DSWS), to be replaced by Ester Concha, the former chief of staff of Councilor Augustus Pe Jr. and who was recently declared by the court as Calamba barangay captain.

    Concha will only resume in an acting capacity, until her Civil Service Commission documents are declared in order.

    Yso will be assistant department head of the Department of Public Services (DPS) and will also head the Cebu City Task Force on Street Dwellers.

    Rama said he wants a City Hall employee to regularly oversee the program, which is supposed to remove night dwellers or people who sleep on the streets, and house them in a temporary shelter.

    While Rama said it is only a lateral movement, Yso will go from head of office to an assistant department head.

    The mayor denied the move was political. Yso worked in the staff of Rep. Tomas Osmeña when he was the city mayor.

    But Osmeña believes otherwise, saying, “Mike can no longer sugarcoat his
    vindictiveness.”

    The congressman also linked the incident with the six volunteers of the Cebu City Task Force on Street Children whose contracts were not renewed by the administration last January, after they refused to be interviewed by a panel that included the mayor’s cousin, San Nicolas Barangay Captain George Rama.

    Yso was informed of her transfer last week, during a meeting with department heads.

    As part of the changes, DPS assistant department head Maricon Encabo will focus on the Bus Rapid Transport (BRT) system, which has its own office in Lahug.

    Rama wants to focus on the night dwellers after Jimmy Sieczka, an American national living in the Philippines for three years, shared a video online about the 20 things he dislikes about the Philippines. He had shot it in Cebu City.

    A couple of the things he mentioned are the presence of beggars that is “annoying” to him and the garbage on the streets that “pisses him off.”

    Another issue Sieczka raised in the video is the presence of vandalism, which he specified in comfort rooms, but which Rama wants to tackle in a holistic manner by appointing former vice chairman of the Dangerous Drugs Board Paul Oaminal as anti-vandalism czar of Cebu City.

    “We will declare war against vandalism because if we will not, the ending would be as if we are agreeing that Cebu City is an art to them (non-Cebuanos)...Salamat naay Amerkano na isog mosulti sa tinood (I’m thankful that there is an American brave enough to tell the truth),” said Rama.

    The mayor wants the move to be multi-sectoral, and Oaminal said he was up to the challenge.

    Oaminal also challeged the Alpha Kappa Rho (Akrho) fraternity, where he is a member, to join the war against vandalism, not against gangs.

    The fraternity’s Visayas chapter president Richard Buscayno assured Oaminal of the group’s participation.

    Rama also urged the barangays to be in the frontlines in solving the problems of “vandalism, night dwellers, garbage and beggars.”

    The mayor also said there are many things that need to be done in terms of the night dweller program, such as coordinating with Gov. Gwendolyn Garcia. A number of night dwellers are under the jurisdiction of Cebu Province.

    Rama said he might also connect with Bohol Gov. Edgar Chatto because there are also some night dwellers that are from Bohol.

    Another task for Yso is to look for a “drop-in center” where the night dwellers can sleep.

    “This will free people from staying on our sidewalk, so that we will no longer find ourselves in YouTube,” said Rama.

    Related to that, Rama will also tap Joni Chan of the United Multi-Sectoral Coordinating Council of Cebu City to make Carbon market passable to traffic during Saturdays and Sundays when “ukay-ukay” (the sale of secondhand clothes) is aplenty.

    Rama also announced that Yso is not the only one that will be affected by the movement at City Hall but he would only reveal others in due time.

    And while he said politics is not the reason for the movement, he also added that “pulong-pulongs” or meetings have already started.

    The mayor said he does not want to believe in all the text messages he receives because if he did, he would lose a lot of people.

    Cabaero: More effective than the video

    THE controversial video titled “20 reasons I dislike the Philippines” may have succeeded in calling attention to some of our urban problems like clogged sidewalks and dirty roads.

    But, given the reaction of critics to the video created by Jimmy Sieczka, an American living in Cebu for three and a half years now, there must be another way of making authorities aware of these complaints.

    What Sieczka’s video did was to present an un-jaded view of Cebu. Where problems of garbage, congestion and inefficiency have become ordinary to the eyes of residents, the video said such concerns should not be accepted as the norm.

    We do not need a foreigner to tell us we should not accept these complaints as part of urban living. It is not true Cebu residents have become immune to the filth, unsanitary practices and congestion. On the contrary, complaints have been made on social media but these did not get the same attention as Sieczka’s video.

    A Facebook user posted a photo of a car accident caused by a huge pothole in the middle of the road. Another wrote about floodwaters reaching their subdivision. Still another noted how policemen were seen on board motorcycles without their required helmets.

    The Sun.Star website at Sun.Star | Latest Philippine News, Breaking, Business, Sports, Community, Opinion, Lifestyle, Entertainment, Blogs, and Multimedia created last year a micro site where people could post their complaints in text, photos or videos about what they see in their communities. It has been effective, to some extent, as concerned government agencies at times reacted to the issues raised.

    The website’s Tell It to Sun.Star at Tell it to Sun.Star | Share your voice and be heard! was started only last year but there have been complaints already posted about the same issues that Sieczka’s video presented.

    A reader posted a photo of an illegal dumpsite in Barangay Tisa, leading to the South Hills Subdivision. The reader wrote that the area looked like a dumpsite and he wondered if City Hall had allowed the dumping there.

    Another wrote about a Tagunol, Cebu city, road issue. He said, “I know we are engrossed with the impeachment trial against the Chief Justice but I want the bad condition of our roads brought to your attention. It has been the same condition for a long time and authorities do not seem to care that our drainage system has not been fixed. Our cars are damaged because of our muddy and potholed roads, and workers and children get delayed because it takes time to maneuver through the road. We hope you bring this to the attention of our leaders.”

    There is one other post that will not come out in Sieczka’s video. In the Tell It to Sun.Star micro site, Joshua Puno Hatcher posted a photo of smiling airport policemen and the message, “Ladies and gentlemen, I wish to thank the employees and the airport security police for their help in finding a camera that I left at the international terminal. It shows a quality of being honest and having strong moral principles.”

    There are other websites, aside from the Sun.Star micro site, where Cebuanos air grievances of inaction by government.

    It would be a waste of time and effort to have Sieczka deported or declared as unwelcome. All Cebu officials have to do is to prove him wrong by listening to complaints by Cebuanos posted on social media and websites, and acting on them.

    unsa na para maingon na-a ka hibuhat mao na kailangan nakabalandra imo ngalan sa CR or project imo hibuhat.. typical pinoy it pisses mi off Sh!T... putang ina yan pare pakitang tao lang yan... they pay taxes... they buy goods here so they have right to complain also...

    It takes one foreigner to make the goverment move... how many rally and demonstrations have pass made by the so called "leftist" of the nation and not a single action... open your eyes open your mind don't shut your self inside your box. if it was locals that would do the complaining you would just brush it off cause you have outgrown all the problems here. to you everything is part of your life... give jimmy another 10 to 15 years staying here and all he said will be nothing to him cause it grown in him.. same as the other expats who lived here more than 5 years...
