carlo himself told me that he was promised the vice mayoral position by no less than thadeo ouano. carlo was just shocked when, during the launching on jonkie's birthday last november, thadeo announced that carlo will be running for pb. while carlo was busy with the pcl, he was away from mandaue most of the time. that was the time when the ouanos were looking for a vice mayoral candidate.
don't worry, i'm not for the ouanos so don't ask me to do my math. i'm just telling what i know, which is info straight from the candidates themselves.
