    No need to ask me that question, clearly wala nmo nakita ang point.. and to state nga unconstitutional na nga provision.

    That reduction in their shares of revenues will translate to a substantial reduction in government services and will trigger more taxes if basic state services are to continue to be delivered. In other words, the Bangsamoro Basic Law affords extra-ordinarily special treatment to the Bangsamoro Government, to the prejudice of and damage to other local government units in the Philippines.

    To me fairness dictates that if the people in Luzon, the Visayas, and the bulk of Mindanao will end up with a substantial reduction in their shares of the national revenues pursuant to the Bangsamoro Basic Law, then the plebiscite to be held on the Bangsamoro Basic Law should not be limited to the Bangsamoro territory.

    I am pointing to BBL, not to the general system sa federalism.

    There's a big difference sa duha.

    Bro @wifi, as so you know.. BBL is a good start, why? I'm still not saying I'm totally against it since there it is already, well presented na. Most aspects of the agreement are reasonable, but the thing is it needs some tweaking/revising that would improve the document that it will not only benefit the ARMM alone but as a whole nation. Im supporting Federalism for a change but BBL, big NO as of the moment.

    Ang nakalahi sa BBL ug Federalism ang BBL naa silay ilang kaugalingon army nga di gani motuman sa geneva convention ug above philippine laws na. Kung naa silay ma tripan nga patyon, mabuhat ra nila ug di sila gukdon sa govt, just like what is happening now. Ang federalism is we separate but we still follow the country's laws ug di magtukod ug private armies.

    Hahha..pag sure oi! makalingaw jud diay ni na forum kay lain lain na opinion ato mabasa na joker kaayo basahon. Ang ila pulis gitawag na Bangsamoro police na under japon sa jurisdiction sa PNP.. Kung naa silay mga criminal na kalpasan sakop japon na sa REVISED PENAL CODE SA pILIPINAS. Naa man japon na silay mga lawyers na kinahanglan japon mopasar sa bar exam sa supreme court... FYI

    Section 2. Bangsamoro Police. – The Police shall be for the primary purpose of law enforcement and maintenance of peace and order. It shall be part of the Philippine National Police.

    May we presume this means Central government would be able to direct Bangsamoro police in operational situations? That is, we presume Bangsamoro police can be relied upon to execute the mandates of Central in crucial military or policing situations such as the hunt for global terrorists.

    Words mean a lot.


    “Shall be a part of” is not as definitive as “reports to”. I’m guessing that, in practice, this is an area of likely friction. Perhaps huge given that even Central policing and military forces don’t see eye to eye. How do Central and Bangsamoro police agencies fit together in situations of possible armed conflict? Especially when inter-agency trust is likely very weak.

    Section 14. National Support Services. - The relationship between the Bangsamoro Police and the national support services of the Philippine National Police shall be determined by the intergovernmental relations body.

    This is too vague. It works for administrative matters but not operational matters. It does not clearly define how cooperation between Bangsamoro police and Central defense and policing operations would be handled. Urgent or large operations can’t be worked out in cumbersome administrative coordination meetings.
