This is copied from Mandaluyong which also had a "no relation, no back-ride" policy. Unlike this bill, their policy limits a motorcycle rider's pillion passenger to either his/her spouse or relatives to the first degree of consanguinity. The penalties are different as well. But then again, not all people from Mandaluyong accepted this policy due to impracticality/illogicality. Thus, applying this to whole country is stupidity at its best.
