update:

nearly died yesterday when i called DTI , my blood pressure went sky high

called DTI - was informed that there is a price freeze for basic communities for the whole Cebu Province. But i need to call NFA since rice was under NFA jurisdiction. I asked the person who is in charge of monitoring price increases. Again was told to check with NFA. Ok fine...

called NFA - i explained to the person on the other line that prices of rice have increase nearly P10.00 per kilo and rising..got the shock of my life :

NFA: sir we are so sorry, but we only monitor NFA rice and we have enough supply.... however for commercial rice please call DTI this is under DTi jurisdiction also please call DTI

Called DTI again - was told that i need to call Department of Agriculture...


Called Department of Agriculture..guess what ..No answer hayzzz

Government should exercise extreme caution when implementing price controls, since they're messing with market forces. I would rather have the government step in as additional supplier of inflation-sensitive goods during times of disaster. When you leave the supply of these goods to the private sector, you have to bear in mind that suppliers will only sell goods where they can make profit out of it. If you peg the price for, say, rice which will not generate any profit for anyone, chances are nobody's going to supply it and everyone ends up with extreme rice shortage. As far as market is concerned, INCENTIVES MATTER. The government, on the other hand, can operate without the profit motive. You can tell which sector should play the role in times of disasters.

But then again, this is the Philippines...SMH.
