    Government should exercise extreme caution when implementing price controls, since they're messing with market forces. I would rather have the government step in as additional supplier of inflation-sensitive goods during times of disaster. When you leave the supply of these goods to the private sector, you have to bear in mind that suppliers will only sell goods where they can make profit out of it. If you peg the price for, say, rice which will not generate any profit for anyone, chances are nobody's going to supply it and everyone ends up with extreme rice shortage. As far as market is concerned, INCENTIVES MATTER. The government, on the other hand, can operate without the profit motive. You can tell which sector should play the role in times of disasters.

    But then again, this is the Philippines...SMH.
