    Davao Vice Mayor Rodrigo Duterte: He already declined the offer. Zero chances on changing mind. Will run for Mayor of Davao next year. He will be under probe due to his involvement for Davao Death Squad.


    Sen. Ping Lacson: A strong and an anti-crime advocate same as Duterte although involved in multiple murder case and an ex-fugitive. A former PNP Chief. Ends his last term in Senate next year but no plans to run congressional post in his home province of Cavite. Not my personal choice but the way I see it, he has the big chance as he was reportedly being eyed by Pnoy to be on the post even before the death of Sec. Robredo. If not DILG, then there's BOC if Ruffy Biazon go for another try in senate next year. Or will be given a higher post as Chief of Presidential Anti-Organized Crime Commission (PAOCC) which has the authority over DILG, PNP and other agencies.


    Manila Mayor Alfredo Lim: Same character with Ping and Duterte. A former DILG Secretary under Estrada's Administration. An Aquino ally too so likely to be chosen. Ends mayorship next year but plans to re-run against his rival Former President Joseph Estrada. Still healthy at 82.


    Congressman Tomas Osmena: Only fit for local post. Will run for Mayor of Cebu City next year.


    Former DND Sec. Gilbert "Gibo" Teodoro: Unlikely to given the post due to political conflict with Pnoy. After his lost for presidency, he does not have plan to go for government post again.


    Former SC Chief Justice Hilario Davide Jr.: Former Head of the now-defunct Truth Commission. Plans to run for Governor next year but will give way to Vice Gov. Agnes Magpale if she accept to run either. A simple and honest man but do not have the strong character in cleaning up corrupt gov't. agencies and prosecuting criminals.

    Duterte is okay, kamay na bakal. pero at least he's honest na feeling niya he's not qualified. baka gusto niya mag focus more sa Davao. How about Tony Meloto or Kiko Pangilinan?

    With DILG post vacant, Balay-Samar rivalry reignites | Inquirer News

    MANILA, Philippines—The power play between two factions in President Aquino’s Cabinet—dubbed the “Balay” and “Samar” groups, which were believed to have differed on the vice presidential candidate to support in 2010—has surfaced again.

    Both camps are vying to fill the void left by Interior Secretary Jesse Robredo, who died in a plane crash on August 18.

    Robredo’s successor would be the main agenda at the August 29 meeting of the Liberal Party (LP) at its Balay headquarters in the residence of Transportation Secretary Mar Roxas, LP president, in Cubao, Quezon City, according to an LP member in the House of Representatives who requested anonymity for lack of authorization to speak for the ruling party.

    At least four LP members have been floated as likely to take over the Department of the Interior and Local Government (DILG)—Cavite Rep. Joseph E.A. Abaya, former Isabela Governor Grace Padaca, Davao City Vice Mayor Rodrigo Duterte and Manila Mayor Alfredo Lim.

    LP leaders are expected to make a spirited move to retain control of the DILG to give the administration party an edge over rivals in the 2013 elections, as the agency oversees local officials—from governors and mayors to barangay (village) heads.

    But the source said the emergence of Vice President Jejomar Binay of the Samar group as a potential successor of Robredo in the DILG has led some party members to call on Roxas, who has continued to protest his loss in the vice presidential election, “to step up to the plate and move to the DILG.”

    The Samar group was Aquino’s campaign team on Samar Avenue in Quezon City.

    The LP lawmaker said the Balay group would consider it a major disaster to lose the DILG and to lose it to Binay. “The appointment of Executive Secretary Paquito Ochoa (a Balay member) has been taken as a slight on the LP leaders who asked: ‘Why him?’” the party member said.

    Navotas Rep. Toby Tiangco, secretary general of Binay’s United Nationalist Alliance (UNA), agreed with the observation that the vacancy at the DILG had become another flash point between Balay and Samar.

    UNA is forming its slate for the 2013 senatorial elections, but its offer to forge a “super-coalition” with the LP has been rejected. The LP, instead, has opted to join forces with the Nacionalista Party and the Nationalist People’s Coalition.

    Kabataan Rep. Raymond Palatino decried the transformation of the DILG as a tool for advancing the political interest of the Aquino administration just like what its predecessor did.

    “We have been ‘hostaged’ by this Binay-Roxas factions since 2010; their squabbling represents partisan politics at its worst,” Palatino said.

    “The best man for the DILG post, I think, is someone who will be less immune to or less intimidated by the warring factions. Unfortunately, there seems to be no neutral choice anymore since the Roxas-Binay tentacles are already embedded in the bureaucracy,” he said.
