so does this mean any plain clean and clear well do and the bleach only makes it free of contaminants and has nothing to do with the luminance?

Plain water can already disperse the sunlight. But the bleach prolongs the growth of algae which can block the sunlight from passing through. At least, you won't have to take out the water bottle and clean the contents for about 3-5 years as compared to a couple of months.

i dont think so kung mo full support ba jud ang govt ani. ang pinoy gani daghan na na imbento pero wla jud suportahe becuase of some political reasons.

It is ingenious indeed. I hope to see other ingenious inventions related to the improvement of the living conditions of our less fortunate brothers/sisters like better roofing, better walls (not just cartons and used tarps), toilets (so they wouldn't just use plastic bags and then throw them somewhere), etc. Anything to improve their lives. From the government and politicians, it doesn't have to be really THAT ingenious. Livelihood programs and a more pro-active role in the setting up of enterprises to generate more jobs would be more than enough.

At least there is this light...
