as i said its the main cable of globe carrying not only voice but also data, globe handyphone voice and data.
They are in a damage control mode now.... some call centers are already breathing down the necks of globe broadband's manager....
they are using a back-up which is less than half or even less than 1/4 of their original bandwidth...
so doing bandwidth test won't give you the real picture.....
it won't be restored unless the cable is repaired which is quite difficult or a new cable to layed.......
even though some users will say their speed is already good.... it is inconsistent.... there are times it is full but most of the time its below.....
