    .. back to topic: i can't wait for the next election, at last, we'll get the chance to change the governor. Coz frankly, i don't see any good coming from Gwen, all she does is bad propaganda against the mayor, tackling irrelevant issues and of course, satisfying her super big ego with her " best pic of governor " scheme. She's full of B.S. and needs to be replaced.

    and u make it look like Don Vicente Sotto didn't contribute to Cebu's progress. U also make it look like the Gullases, the Duranos, the Quisumbings, the Gos, the Aboitizes, the del Mars, etc... didn't too. IMHO, they are all part of the equation.

    Cebu is Cebu because of the people, the history, and geographic location. Im not saying the Osmenas didn't contribute but what im saying is they are not the only ones.

    Ah ok. that's what u mean pala. AFAIK, Lito was also the one who made the Cebu battle cry: CEBOOM. But his accomplishments (in general) is not in any way to being “starting from scratch”. yes, of course, there are some projects initiated by him that we could say "start from scratch" but that is not special only to him.

    Yes, Gwen has been continuing old accomplishments ni Lito, but that is far more acceptable than putting down old accomplishments and making new ones. do u know that one factor our country isn't progressing much is because every new term as president, down to guv or mayor, some politicos would prefer to start from scratch than continuing the projects of their kontra-partidos?

    if we follow ur argument, well, Lito has also nag tongtong sa some old accomplishments ni former Guv Gullas. For one, it was during Gullas' watch that the RDC crafted the First Regional Dev't & Investment Program (RDIP) which identified, packaged and developed the Central Visayas Reg'l Project (CVRP). The RDIP was awarded as the Most Outstanding Project in a Third World country, to which Lito nag tong tong pud.

    The bridge was opened to the public in 1999, well within the term of Guv Pablo. Of course, some provincial projects are being funded by the national gov't like this one, but it has to have the initiative done by the province itself. it would then be up to the national level to approve it or not, to include in the national budget or not.

    whether this bridge was already in the drawing board before Gwen became guv, or even before Pablo's time, the important thing here is continuance of the project, and finishing it during their time.

    The controversies surrounding the CICC is not due to Guv Gwen, well, maybe perhaps due to command responsibility. But it is the DPWH, your Mayor Ouano and your Mayor Radaza that are now in the hot seat. Have u ever heard that Guv Gwen was also sued regarding this matter?

    anyway, setting the CICC controversies aside, it has become a landmark project for Cebu, undeniably.

    No, that's not always the case. Take the case of Meralco for example. They're financially sound but they have one of the worst systems loss and other related issues when it comes to operations and services. take the case also of Skycable here sa Cebu.

    op kors, but take note that the monopolies have been there up to Cory's time. It took the guts of FVR, and the DOTC sec too. FVR may have ordered it, but it was the DOTC sec that delivered it. These lifting of monopolies have a very positive outcome to our economy now.

    Undeniably, these critical changes w/ the transpo and telco is generally credited to the former FVR administration. We cannot also deny the role Sonny G. has done to make it possible. Or maybe u just want to deny it and turn a blind eye instead.

    probably not, what for? nga na-solo man niya ang PICC project.

    the good thing about the osmenas is, their benefit is "incidental" and not kickbacks. unlike, others who directly takes kickbacks, commissions and short-changing projects. i think you know what i am talking about. every informed, current and intelligent businessman in cebu knows what and how it happened. such as CICC, Ciudad, AsiaTown IT Park, moving of BBRC, sale of VisCom, failed land swap deal, among others...
