City government implements new guidelines for medical aid

CEBU, Philippines - The Cebu City Government cuts in half the amount of medical assistance that city residents may avail of annually.
Residents used to be given P10,000 worth of medicines per year, which they could claim from participating pharmacies at P5,000 every six months.
But under the new guidelines, residents will only be entitled to P5,000 worth of medicines per year. They are, however, still entitled to an annual P25,000-subsidy in case they get admitted in a hospital.
The City changed the guidelines after an unanticipated surge of residents wanting to avail of the program.
Marivic Alolod, administrative officer II and in-charge of the approval of applications, said that they resumed the dispensing of medicines last Monday in four city pharmacies. These are the Pro-poor pharmacy, Del Pharmacy, Dominique Pharmacy and Pro-Inay pharmacy.


Pro-Inay pharmacy was just added to the list of partner pharmacies. The City Hospitalization Assistance and Medicine Program (CHAMP) is inviting more pharmacies to partner with the City in this program.
Alolod said that they resumed the [COLOR=blue ! important][COLOR=blue ! important]operation[/COLOR][/COLOR] because the City has put in another P30 million for its implementation.
The P30 million for the medical assistance will be included in the Supplemental Budget No. 4, which the Council is expected to approve during its next session.
The P30 million is to fund the program up to the December this year.
Alolod said that they are expecting the budget to last only up to December.
Should they run out of budget again before December, Mayor Michael Rama assured that he will allot more funds to continue the program, she revealed. The City Government suspended the medical assistance for out-patient beneficiaries early this month to give priority to in-patient applicants.

Mandaue to build buildings for six police stations

CEBU, Philippines - To maintain the peace and order in Mandaue City, Mayor Jonas Cortes now plans to construct new buildings for the six police stations in the city.
Except for police station 1, the five other police stations hold office in barangay halls.
Police station 2 has a space at the barangay hall of Subangdaku, police station 3 shares the building with the Basak police station, police station 4 and the Casuntingan police station has a common roof, police station 5 has always been at the Opao barangay hall ever since, while police station six can be found at the barangay hall of Canduman.
Cortes would discuss with Mandaue City Police Office director Noel Gillamac about his plan to detail a policeman in every barangay wherein he will be accompanied by barangay tanods to maintain the peace and order.
Aside from the plan to send a policeman to every barangay, he also plans to create a monitoring team that would check the environment and other concerns which will be addressed directly by the mayor through barangay captains.


Cortes said he would provide motorcycles and radios.
He said those who will compose the "Bantay Mandaue" will be recommended by barangay captains.
Women will be welcomed to join the group as job order workers as long as they are qualified.

Tejero school gets computer donation

CEBU, Philippines - Cebu City Mayor Michael Rama yesterday turned over to the Tejero Elementary School at least five computers donated by the Computers Manufacturers and Distributors Association (COMDAPP).
The school is one of the elementary schools in the city that need more facilities for their [COLOR=blue ! important][COLOR=blue ! important]students[/COLOR][/COLOR].
Rama said the school lacks computer facility that is why he chose it to be the beneficiary of the donation.
Tejero Elementary School principal Vilma P. Luague, who accepted the computers at the Office of the Mayor, was very thankful for the donation.
She said the school has now more than 30 computers to cater for their students.

Tanods arrest "bogus" LTO agent

CEBU, Philippines - A bogus agent of the Land Transportation Office (LTO) was arrested by tanods at noontime yesterday, minutes after he extorted P200 from a driver he “apprehended” for a traffic violation along Manalili Street.
“Wala ta’y mahimo, priso g’yud ta ani,” said Rickie P. Rivas when he was interviewed by news reporters after he was brought to the office of Cebu City Traffic Chief Andres Bayarcal.
Rivas, 31, was arrested by the tanods of Barangay Kalubihan who quickly responded to the call for assistance made by driver Epefanio Bacaro, 37, of Barangay San Nicolas.
Bacaro claimed that Rivas approached him and identified himself as an LTO agent. The driver was “apprehended” for illegal parking along Manalili Street at past 12 noon yesterday.
Rivas demanded for Bacaro’s driver’s license, but instead of issuing a temporary operators’ permit (TOP) to Bacaro, the bogus LTO agent demanded P200 from driver.


Bacaro gave P100 to Rivas, but the latter refused to accept. He even got in Bacaro’s Strada and compelled the driver to give him additional P100.
“Akong gikuha ang gihatag nako nga P100 ug giilisan nako og tibuok P200 mao kadto nga mikanaug siya didto sa Borromeo Street. Nangita ko’g polis aron ipadakop siya pero mga tanod maoy akong nakit-an og nagpatabang ko,” said Bacaro. (I got the P100 I initially gave him and changed it with a P200-bill so he got off at Borromeo St. I looked for a policeman but I saw the tanods so I asked help from them.)
At first, Bacaro believed that Rivas was really a deputized agent of LTO. But when he saw that Rivas was only wearing a pair of slippers, he suspected that the man was just an impostor.
Rivas was arrested by the responding tanods while walking along Borromeo Street. They recovered from him the P200 that was given to him by Bacaro, including a TOP stub and a driver’s license owned by Danilo Oral.
Rivas used to be a member of the LTO’s Task Force Alpha but his services was terminated in 2004 because of some questionable activities.
The police is expected to file against Rivas a complaint for usurpation of official functions with Bacaro as witness.
