Can you give specific case nga nahitabo na imong giingon? Because I think it's an absurd story.

You know, a suspect, as always, is deemed innocent until proven guilty and has the right for fair trial. Sakit paminawon pero mao ni ang tinuod. Okay let's say, nadakpan sa kapulisan pero in illegal way like use of excessive force. Kani the CHR will get in. Gitorture para motug-an ang suspect para angkonon ang nahitabo, kani the CHR will get in. Any other human right violations (civil or political) on the side sa suspect moapil gyud ang CHR ana. Why? Again, he is still innocent until proven guilty and our authorities are the actors. The latter have their protocols unsaon pag apprehend sa suspect, pag gather sa evidence until mag start ang trial. Bottomline, kung naay violations on the side sa kapulisan, manghilabot ang CHR ana.

Enough evidences? Ang korte ra ang mohukom nga enough ang evidences presented to prosecute a deemed criminal. If dili enough, he can post bail for temporary freedom or worst ma absolved sa case. Dili sala sa CHR kung ipa-release nila ang suspect because he is innocent in the eyes of the court.

Of course I feel them yet that's reality. The law is the law, we have to follow it. And I'm hoping that our current justice system will be overhauled since it really sucks bigtime.

It's clear na you didn't get the sarcasm. Kay kung feel nimo walay gamit kay imo man ipa shutdown. Do you know any gov't agency nga ni perform well per their function? So far wala diba. Some have accomplishments pero not enough to please us, we, the tax payers. So imoha ra ng opinion bro nga walay gamit. If you ask me, naa silay gamit. If you ask some victims nga ilang natabangan, naa silay gamit. Not enough pa tingali kay as what I've said naa silay issue sa budget plus wala silay prosecutorial powers. Human Rights is Redundant since we already have our justice system. This is a form or a clandestine attempt to unit Church and State and would bring back religious persecution during the dark ages
this would also bring back control of Religion over the affairs of Government disguised as Human Rights.

CHR was established after the dawn of Martial Law, so basically they are there to ensure that the people will no longer have to be chained like before, i.e, nga dili ta prisohon without informing us of our offense, that we are not given the right to counsel, that we are not put to death without fair trial, that we are given the chance to express our opinion, etc..

Yes exactly, and because of our justice system namugna ang CHR, because our Justice system only works kung naay moreklamo, and more often than not it is being overlooked or ignored by some police and politicians, that's where CHR comes in, they are there to remind the state and its junctions nga naa tay Justice System, and for them to not go beyond it..

let me give you an example, pananglitan ikaw driver ug habal-habal nya nakapasahiro ka'g taw nga gadali only to find out later nga kawatan diay to siya and during an encounter with the police nadamay ka because they thought ka-konsabo ka despite your objections, and they shoot you on the spot, do you think it wouldve been fair on your part nga gidakop lang usa ka and subject you to a fair trial wherein you are given a chance to explain yourself?.

Nag tuyok2 naman ta ani. Kung different ang walay gamit ug walay agi, imoha sad na. Giunsa kaha pag determine nimo noh nga walay gamit kung wala ka nag tan-aw kung naa bay agi. And you said they are not functioning on what they are supposed to be doing. It's clear nga purely perception ra na na imoha kay pati accomplishments wala gani ka kahebaw yet you repeatedly said nga walay gamit.

With regards to budget, usa sa function nila is to investigate. Another is to provide legal aid services sa mga under-privileged. With that, they need enough budget or much better fiscal autonomy.

There was a move way back 2013 to amend CHR's function.
