    toledo is chosen to be the capital because dli pa kaau daghan ang infrastructure ug mas naa chance nga ma plano ug tarong ang infrastructure, kay sa cebu city crowded kaau bisan asa nalang turok ang mga building lisud na xa himoan ug masterplan..
