i've read this article online from iloilo views where they discussed and investigated scams that were happening in pcso.. mostly happening in 2009 involving former pcso chairman morato.. some winners were said to be denied their prizes and others threatened with their lives.. lotto is said to be a government orchestrated scam to steal people's hard earned money.. i sure hope things have already changed...
