    This is non sequitur. Just because you pay taxes doesnt mean you are shielded by the greed of money.

    On the other hand, what makes you think that poor people always received money? As if non taxpayers are just a bunch of unprincipled and greedy idiots. Thats overgeneralization. This is a myopic understanding about the dynamics of human behaviour.

    There are a lot of taxpayers in this country and yet they are still susceptible to corruption. Being a taxpayer does not give you immunity from greed. Only your inner tranformation could do so. At the same time, being a non taxpayer does not necessarily follow that you have no principle and you can be easily swayed by money.

    pero mas daku jd ug chances nga ang non-taxpayer maoy matintal ug dawat sa kwarta.. at least bah ma minimize ang vote-buying!!! kung ma minimize ang vote-buying politicians wud think nga money is not that essential in running a post!

    To start with, some of the states of the United States. You'll be even more confused about the right to vote over there, because it is not a birthright. The american constitution does not even expressly acknowledge the right to vote of the individual.

    Show me a survey that will confirm that non taxpayers are really more prone to sell their votes. In the absence of that, these are just speculations. Haka haka lang.

    Besides, there is no such thing as non taxpayers in this country. Once you buy soap , shampoo and other basic necessities, you are already tax thru excise taxes like VAT.

    Whether people pay taxes directly or indirectly, they are all taxpayers. Definitely all voters in this country are taxpayers so there is no use proposing that only taxpayers should vote because non taxpayers simply dont exists in this country.

    Dili man. In the States, the individual's right to vote is not premised as his birthright. The individual's right to vote over there is based on the concept of equal rights, i.e. IF ONE MAN CAN VOTE, ANY OTHER MAN SHOULD HAVE THE RIGHT TO VOTE.

    The U.S. constitution does not expressly recognize the individual's right to vote. It is the individual state that grants the individual that right. So if the state does not grant its denizens the right to vote on particular matters, no one has the right to vote. If it does, under the concept of equal rights, then everyone should be allowed to vote.

    As compared to what I will call "birthright" type theories, i.e. IF I AM A CITIZEN, I HAVE THE RIGHT TO VOTE.

    So the taxpayer vote is easier to justify in the United States under the "equal rights theory".

    Now the term "taxpayer vote" might alarm some civil rights enthusiasts, but let us not get caught up in generalizations like "everyone pays taxes because even buying cigarettes pays taxes" before we consider the concept.

    Of course the law should be as fair as possible, we are considering ENHANCING a democracy after all, not restricting it.

    Now the taxpayer vote would be based on INCOME TAX, not sales tax, residence tax, etc.

    One major justification, as stated earlier, is that those who contribute the most, have the biggest say. I must point out that that is not the only justification. There are other benefits as well: elimination of flying voters, raising the competence of the voting population, so on and so forth.

    If the law implementing the taxpayer vote would limit the right to vote to ANYONE WHO HAS FILED AN INCOME TAX RETURN, it would not be discriminatory against the poor because we all know that some workers below the poverty line DO file income tax returns. As a matter of fact, there are some workers who are tax exempt because of their low salaries who are required by law to file income tax returns anyway.

    Since it is NOT limited to those WHO ACTUALLY PAID INCOME TAX for the fiscal year, tax-exempt retirees, those who lost their jobs because of an economic crisis, WOULD NOT LOSE THEIR RIGHT TO VOTE.

    Again, even those who do not file returns are not really discriminated against, because in our DEMOCRATIC society, every person still HAS THE RIGHT TO WORK. So everyone who really wants to vote only has to find a job, or business, that will require him to file an income tax return so he can vote. Like I said, it will be a right we will respect better because we HAVE TO WORK FOR IT.

    Yah, we need another thread. Let's start one during the summer, or Xmas break, so I can bone up on my political and constitutional theories.

    Oh, to stay on topic, actors and actresses might still be voted into power, but at least they are more likely to be COMPETENT for the position.

    dubiouz do you have any conclusion to that!? i mean to say right to vote must be limited to whom and what?? so to minimize the voters who are easily corrupt!
