I think you should take a look at the programs touted by many of thse organizations, including the UN. Technically, they pay
lip service to other methods, but condom campaigns are the most pushed and funded, to the detriment of more effective methods. They do
NOT push the ABCs ("Abstain, Be faithful, Condoms") in that order, at least not as far as emphasis and funding goes. You don't hear them talking much about abstinence, except perhaps as a joke, an afterthought, a condescending concession, or even as an object of outright derision!
That wrong emphasis costs lives.
May I suggest you look at reports of the evidence on the ground...

and i more thing. i disagree that condom usage is more that just laboratory testing. you just choose to believe that it is.
