In fairness to Lacson, his expose raised a legitimate issue. The alleged double insertion can amount to corruption by the accused Senator Villar. He must be investigated because he was pointed directly. Since the government is very serious in the fight against corruption, the Senate should also investigate this issue. Although it might be another waste of time, it is proper that before the budget is passed every single appropriation is double-checked. But of course the Senators have to work fast so the GAA for 2009 can be passed immediately.
On another note, this controversy admits of being politically motivated. It is obvious that Ping is trying to discredit Villar. Even if he thinks there is an anomaly he should not have pointed a finger to Villar right away. He himself signed the bicameral committee report which included the C-5 project. How absurd for him to question what he has signed and blame another for including it or increasing the amount.
