You could try to find items that are made of this material and then seek out those companies.
Since certain shoes are made out of them, try to find a local/within Philippines company that actually produces them and perhaps try to strike a negotiation with them.
Not one that's just a distributor. Pretty hard but this post tags in with what rwind suggested.
