To cope with globalization starting with Southeast Asia integration and free trade market (including jobs and practice of engineers and all professionals) there is an urgent need to restructure engineering education in the Phils. in order for Filipino engineers to be at par in terms of competence and competitiveness with our neighbors such as Singapore, Hongkong, Malaysia, Taiwan, South Korea, China, India and Japan (though it is highly advanced industrialized G7 country which the gaps are extremely). Aside from senior high school (grade 11 & 12) in basic education, CHED is implementing OBE (outcomes based education). In Engineering education it is essential that concepts, theories and principles must be demonstrated and actually applied in laboratories, specialized technology shops, research and innovation facilities / centers.
In other words hands-on training in-school coupled by on-the-job practical training in industries and real world are ideal. However industries can not accommodate all the engineering students. It is important for universities to invest in modernizing their laboratories and facilities with state-of-the-art technologies that are used by industries. Unfortunately majority of engineering schools both private and state universities have poor, insufficient, ill-equipped laboratories and facilities. For high standard caliber education it is highly recommended that only 2 students work in a set-up, experiment, instrument or machine. Teacher to student ratio must be kept at maximum of 30 to 40 students per teacher.
Before the student can graduate they are required to conduct a one year (2 semesters) research or project study (max. 2 students per thesis or project study) on application of engineering principles / concepts, improve and innovate existing technology, product and service and the thesis or project study presented in an oral defense or examination. As well a comprehensive final written exams on major subjects will be required (pre-board / revalida exams). In this way quality not quantity of engineering graduates will be produced, higher passing percentage of the school in board exams and also board placers (dependent more on the top students performance and not the general performance of average students and quality of education of the school).
This is what the USC School of Engineering is pursuing and hopefully a new, state-of the art, bigger, spacious School of Engineering building complex will be built in USC Talamban campus. This new USC School of Engineering Technological Complex will house fully air conditioned classrooms, seminar & conference function rooms, plenary hall, theater / auditorium and technology exhibition center. State-of-the-art laboratories, specialized technology training, innovation and research facilities for undergraduate and graduate courses on advanced and emerging technologies namely specifically: CAD, CAE, CAM, precision CNC and EDM machining, micro and nano-electronics, robotics, industrial calibration and metrology (dimensional metrology, mass & weights, force, pressure, volume, temperature, vibration, acoustics, electrical & electronics, physical-chemical instrument calibration), process control & instrumentation, chemical process and unit operations mini-plant, biotechnology, biochemical & bio-process engineering, environmental engineering, materials science & engineering (metals, non-metals, polymers, composites), materials testing, analysis & characterization (computerized 3d universal & physical testing, 3d x-ray non-destructive testing, failure analysis, thermo gravimetric analysis, differential scanning calorimetry, optical emission & x-ray fluorescence spectroscopy, x-ray diffraction spectrometry, inductive coupled plasma mass spectrometry, surface & corrosion testing, atomic force & molecular microscopy, etc.), renewable & non-conventional energy (e.g. fuel cells, photovoltaic energy, etc.), hydrology and water engineering, soils & geo-textile engineering, structural engineering, manufacturing engineering and systems engineering.
USC will continue to send its instructors and faculty to topnotch universities locally and abroad through scholarship grants for Masters and PhDs in applied science and engineering at UP Diliman, De La Salle Manila, Ateneo de Manila and abroad in Singapore, Thailand (Asian Institute of Technology), Japan, Australia, Germany, Netherlands, UK, other European universities and US.
At present the USC Talamban campus has the biggest University Library & Learning Resource Center in the Phils housed in a modern 5 storey building of which 2 floors are libraries and learning resource center for pure and applied sciences, technologies and engineering. More acquisitions are being done on reference materials, scientific and technological journals and international publications. USC Talamban campus has one of the largest University Stadium in the country, new sports and recreation facilities will be built adjacent to the stadium (Olympic size swimming pool, tennis, volleyball, basketball courts, community socials hall, food court & mess hall, etc.), additional modern dormitories for students, condo and townhouse units for faculty and non-academic staff and employees, internal mass transport system (hybrid electric) to transport students, faculty, employees around the 120 hectares campus. These facilities will ensure holistic, livable, conducive, green or environmentally sound academic community.
With these USC School of Engineering will maintain and upkeep its international accreditation through the Phil. Technological Council which is the official accreditation body in the Phils. of the Washington Accord. As such the credentials of graduates of accredited engineering schools (presently there are only 3 in the Phils; Mapua, De La Salle Manila and USC-TC) will be recognized as Bachelor's degree in engineering in highly industrialized countries such as Singapore, South Korea, Taiwan, Japan, Australia, US, Canada in Asia Pacific region. Please note in those highly industrialized countries the credentials of engineering graduates from Phils are downgraded as Diploma in Applied Technology (US, Canada, Australia, Japan) not as Bachelor of Science in Engineering and they have a shortlist of recognized schools or universities in the Phils. This is on top of work experiences, specialized training, graduate studies (masters or doctorate). With higher credentials they will be merited also higher level to qualify for the State board exam in US, UK, Canada, Australia.
With high development and investment capitalization, USC will undertake partnerships and consortia with local and foreign private corporations, strong alumni participation, national government & foreign funding institutions. USC School of Engineering will be charging one of highest tuition fees outside Metro Manila ranging from P 90,000 to P120,000 per school year (presently 2015, tuition fees of USC Engineering programs is P70,000 to P80,000 per school year). Scholarship grants of the university, state or national government, private corporations, foundations, USC alumni abroad and international funding are available for deserving academic and non-academic scholars.

Ang kanang gi-graduatan na skwelahan, it will just matter sa inyong first job. pero sa inyong mga musunod na trabaho, experience na ang basehan. dili na mumatter kung unsa ka na institution nag graduate. bisag asa ka moskwela as long as naningkamot ka, nakasabot ka sa tanan theory sa imong course. you are a fully equipped graduate.
