Mawanay resurfaces, asks DOJ for protection against Lacson

Opposition Senator Panfilo Lacson has been sending threats to former government witness Ador Mawanay and his family to pressure him to testify in the ongoing Senate investigation on the controversial broadband project with China’s Zhong Xing Telecommunications Equipment (ZTE) Corp.
This was Mawanay’s claim as he went to the Department of Justice Monday to seek protection for him and his family against Lacson.
Bearing an endorsement letter from House Speaker Prospero Nograles, Mawanay went to Justice Secretary Raul Gonzalez saying he needed protection.
Mawanay, however, did not avail of the newly-promulgated writ of amparo before the Supreme Court.
Gonzalez, on the other hand, said he is giving Mawanay the benefit of the doubt, adding that he is aware of Mawanay’s previous record.
“His credibility is the main issue here," Gonzalez said.
Gonzalez advised Mawanay to file a report at the police regarding the threats first and then submit a written statement to the DOJ, which they would then evaluate before taking action.
The DOJ chief said this is to ensure that the DOJ will not be misled by Mawanay, who has the habit of making up stories of alleged involvement of some politicians in illegal activities.
Mawanay, who once implicated Lacson in drug trafficking and kidnap-for-ransom activities, was dropped out from the DOJ’s WPP in 2001 after allegedly violating some of the rules and conditions of the program.
Mawanay had later recanted his accusations against Lacson.
According to Mawanay, Lacson’s camp contacted him and pressured him to testify in the ongoing Senate hearing on the $329.48-million ZTE controversy. He said he is privy to the ZTE deal because he has connections who purportedly showed him the overseas bank accounts of some of the individuals alleged involved in the broadband anomaly.

Lacson seeks probe of PCSO funding over ‘smear job’

Opposition Senator Panfilo Lacson on Monday sought an investigation into the funding of the Philippine Charity Sweepstakes Office (PCSO) following a "primetime smear job" that was aired against him on government-run television last weekend.
Lacson was referring to the show of Mary "Rosebud" Ong and former jueteng witness Abelardo Riva before the nightly lotto draw on government-run and sequestered television.
"What I want to look into is the funding of the PCSO. Why are PCSO funds used for smear drives against the opposition, particularly me? We have to look into the financial transactions of the PCSO to see how it can fund a smear drive against us. After all, the budget of PCSO comes not from the administration, but from the taxpayers," Lacson said.
Lacson added that he was not surprised with the appearance of Ong and Riva, whom he described as “witnesses for a fee." He said Riva alone turned against him initially in exchange for P50,000.
Lacson blamed Malacañang’s “spin masters" as the group behind the smear campaign. "Malacañang's spin masters always come out with these smear drives when I come out strongly against acts of corruption. It’s sickening)," he said.

Earlier, Lacson deplored Malacañang's latest smear drive against him, this time using primetime lotto draws on government-run and sequestered television as come-ons.
Lacson noted the smear drive, involving witnesses who had linked him to various criminal activities, was aired before the lotto draws of the PCSO.
"There is only one reason for such a smear campaign against me. I have been relentless in exposing and pursuing graft-ridden transactions involving this government," Lacson said.
He said the list of corruption-tainted cases involving the Arroyo government went back to her first month in Malacañang in 2001, with a $14-million commission for a contract with Argentinean power firm IMPSA.
A second case took place also in 2001, when Mrs Arroyo allegedly tried to demand from telecommunications expert Pacifico Marcelo a 55 percent share from his telecommunications operations.
Other cases, according to Lacson, include the P1.1-billion Diosdado Macapagal Boulevard project, the Jose Pidal bank accounts, the distribution of jueteng money for her presidential run in the 2004 elections, the P728-million fertilizer scam, the "Hello Garci" Scandal, and the $329.48-million national broadband network deal with China's ZTE Corp.
Lacson noted that in exposing and pursuing these scandals, Malacañang had hounded and harassed him without end.
"I am not at all surprised with Malacañang's continued attempts to discredit me, especially on the eve of the resumption of Senate hearings on the $329.48-million ZTE broadband deal mess. But I will say this: Malacañang certainly outdid itself this time in terms of low blows," Lacson said.
The discredited witnesses presented during the program - Ong and Riva - have long lost their credibility, Lacson said.
He noted the timing of their Ong and Riva’s appearance, saying it is timed as viewers are anticipating the lotto draw on government-run NBN-4 and other sequestered networks.
He said viewers were forced to wait for the lotto draw while the said two former witnesses tried to discredit him. Crawlers at the lower part of the screen asked viewers to "wait" for the lotto draw to air.
Lacson is due to present on Tuesday a "surprise" witness whom he said can provide more details on the broadband deal mess.
"All these are part of yet another attempt to disrupt the investigation into the broadband deal mess, especially now that the mess is heading right for Malacañang's doorstep. I will not be surprised if Mrs. Arroyo and her spin masters will continue to try to discredit me. The question is, how much lower will they go?" Lacson said.
