With the controversial Executive Order 464 now revoked, Malacañang’s commitment to search for the truth will be put to test through a Senate investigation into the joint exploration deal in the contested Spratly Islands.
This developed as opposition Senator Panfilo Lacson said they are eyeing resource persons who can shed light on the controversial contract between the Philippines and China.
"Sa lalong madaling panahon puwedeng isulong itong imbestigasyon. May resource persons na pwede imbitahin lalo nang walang EO 464," Lacson told dzXL radio in an interview.
Lacson also said one of the aims of the Senate investigation is to look into a link between the deal and an $8-billion loan agreement from China.
Malacañang scrapped EO 464 and Memorandum Circular 108 following a meeting with religious leaders in Pasig City last Wednesday.
The Catholic Bishops’ Conference of the Philippines (CBCP) had asked President Arroyo to revoke EO 464, which it said was a virtual gag order on officials from telling the truth in graft-tainted deals.
Lacson noted that former Senate president Franklin Drilon expressed willingness to testify, although his statements may be considered hearsay, as he had no direct knowledge of the mess.
He also cited reports quoting former foreign affairs secretary Domingo Siazon Jr as saying the Department of Foreign Affairs (DFA) were kept out of the loop regarding the joint exploration deal.
The Senate investigation seeks to look into a controversial seismic study agreement for oil exploration between the Philippines and China in 2004.
Last Wednesday, Lacson filed Senate Resolution 319 directing the Senate defense committee to look into the $8-billion "Joint Marine Seismic Undertaking in the South China Sea."
"By signing the said agreement, the Philippines has broken ranks with the Association of Southeast Asian Nations, which was dealing with China as a block on the South China issue," he said in his resolution.
It was the second resolution seeking an investigation into the Spratly deal, after Sen. Antonio Trillanes IV signed s similar resolution last week.
According to Lacson, the deal stressed the need for legislation to protect Philippine interests in the oil-rich islands.

Malacañang Wednesday expressed relief that a Senate inquiry failed to extract confirmation from its “surprise witness” to alleged payoffs to the First Couple and sparked instead a potential confrontation between Senators Panfilo Lacson and Juan Ponce Enrile.
Enrile dared Lacson to take the hot seat himself and reveal what San Miguel had told Lacson during their meetings before Lacson took San Miguel to the Senate hearing.
Said Enrile: “If I were him, I’d take the witness stand and reveal and disclose what they talked about.”
Lacson said he found Enrile’s challenge “demeaning” and accused Enrile of “parroting Malacañang’s line.”
“I still respect him as a person, but I’d like to caution him that patience has its limits,” Lacson said. He warned that he had a lot to say about Enrile if he wanted to get back at him.
