    Such incidents are going to become more and more frequent. The stakes are getting higher and backing down isn't really an option for the democratic nations who cannot afford to appear weak to their voters. These territorial disputes will be settled by raw power and the willingness to use force to defend or expand. Like it or not we are playing catchup in a regional arms race. The coastguard may be bearing the brunt of this now, but as with other players they are basically the advance guard.

    We don't really know the whole story, the investigation is still on going.

    Philippine Coast Guard reports: They tried to defend themselves when the fishing boat tried to ram on them.

    Taiwanese reports, around 5 AM on May 9, the Taiwanese fishing vessel was at the location indicated by the lower right caption box in the picture below. At 9:45 AM, at 166 nautical miles southeast of Eluanbi, the southernmost point of Taiwan (within the 200 nautical mile EEZ), indicated by the lower left caption box of the picture below, the Philippine Coast Guard fired at the fishing vessel, and continued to pursue it while it was fleeing northwards for around an hour. It was at 1:04 PM when the fishing vessel reached the third indicated location where they were rescued by the Taiwanese Coast Guard. The vessel was shot at 34 times, and sustained 32 bullet holes.

    If the coast guard fired 34 times against unarmed boat, I think its wrong. Im not really sure about the rules of engagement.

    This is how The USCG on rules of engagement, (Im not sure if PCG have the same protocol as USGC)

    Known fact on boarding a ship

    When a naval vessel want to board and search a vessel. The naval vessel will launch a motorized dingy or a "Motor-launch" contain a boarding party. Which usually carry assorted firearm. The boarding team usually consist a Helmsman, a Mechanic and a Master at Arms.

    At that moment, the naval vessel will announce their intention over the radio (Or megaphone if they are close enough) and will use light signal to signal their intention. The Naval vessel will send out said message

    "This is XXX war ship, stop or heave to and prepare to be boarded"

    If target ship stopped, then the boarding party will use the launch and approach the target ship.

    If the target did not stopped, the navy ship is then reiterated the instruction. With the warning of "We are carrying live ammunition"

    If the target again refuse to stop. A warning shot is fire from Naval Ship main weapon, across bow (To be exact, 5 degree across bow)

    If the target still refuse to stop, the next appropriate step is to fire on the engine to disable it.

    If the target ship at any point shown aggression, and depend on the level of aggression, the naval vessel can use lethal force and destroy the target vessel.

    ST : But the news that I received in Taiwan was that Philippines navy fired our ship without any legal reason , it was described as an provokative and political action.

    Me : ahhh i see..

    ST : It was like Philippines was trying to declare a war...
    so we are furious now...

    Me : ahh really... you know news exaggerate things..

    ST : And another reason was that Mainland China is going to attack Philippines for the sake of protecting Taiwan which means that maybe we will be swallowd by china into one of its province.

    Me: the only witnesses of what happened were the mere fishes.. so no one know what happened really.

    ST : yeah....you are right.
    I still hope that Philippines government can apologize......(I know it's weird to say so ....)

    ME : you know.. it dont want to say my stand on this.. i dont want to interfere what every both government wants.. since politics is a very dirty game.. mind you , maybe that thing that happened was just a front act of something more dirty..

    ST : yeah....after all, politics is complicated.
    But in my facebook, there are a lot of my taiwanese folks spread anti-Philippines statements.

    ME : but mine, none.. it was on the news nation wide.. yet filipinos didnt made a fuss about it.. and you know lets just pray for the good of this.. we live in one planet.. we need to be at peace with each other..

    ST : I guess there might be some philippinos trying to paralyze our government's internet....so some students here sent them some links of our school , so that they hope their bad grades records can be damaged by these philipinos

    Me : ha? really? we have a lot of things to think and do than paralyzing internet connection.. our people are hungry, we have low employment rate, illegal drugs has been a big pain in the ass, all sorts of crimes exist here, we are facing a lot of problems than i think no one could imagine.. yet paralyzing some nations internet connection is our least concern..

    It is a comparison between Taiwan's military force and Philippines, some of Taiwanese want to revenge.

    Me : i cant read its all in chinese character
    it cant happen if war breaks many will be affected...and i mean many..

    ST : yeah....The comparison shows that Taiwan is more powerful when it comes to military force, and people appeal to the president to declare war, it is written like this:" What are you afraid of ,President Ma?"
    The reason why some Taiwanese are so ruthless because they are not in the army so they just want to pursue a kind of excitement of revenging.
    And some people criticize government that it buys a lot of weapons but it doesn't use them which is like wasting our taxes, and it is time for us to use these weapons to punish Philippines.

    Me : you know those people are to aggressive declaring war, i wonder if they hear themselves saying the word "war" if they understand the weight of that word.. you know there are a lot of different kinds of people.. and i think those guns and weapons you shouldnt use those to philippines just use those stuff for more something big that might come... save them for the worst to come..

    ST : like .....if one day China wants to liberate Taiwan from democracy, we can use these weapons to defend ourselves....

    Me : yes..that could be a good option.. that happened few days ago its just a small thing compared to whats happening in the country somalia, and the poor children in africa who have nothing to eat...
    we should be thankful that at least both our countries are not suffering from any of these...

    ST : But the existence of a country is to protect citizens from other countries' attack, if a government cannot do so , it will lose the citizens' trust and we will feel insecure, especially fishermen. Feeling a sense of security is also important in daily life.

    Me : thats true,but what kind of government that wants war with other country.. we already learn from our past and we know how terrible it is to have another war.. and you know this era is the most peaceful era humankind is experiencing

    ST : not exactly the most peaceful ear since there are numerable civil wars in middle east and Africa. If i am in the fisherman's shoes, for example, if i travel to Philippines for the second time, if i am killed, i would hope that Taiwan can force Phillippines government to apologize and compensate my family's lost. The biggest problem here is that once Philippines doesn't apologize, and Taiwanese will continue to ask President to launch a war.

    Me : maybe not exactly as peaceful as you imagine but at least the civil war you mention doesnt involve a lot of countries unlike in the past.. let the government do its own job to settle this matter,, yes we hire people to protect us and serve by making what we call government, yet the government should also be neutral in handling things.. its not all the time that the nations opinion is right...

    ST : Government cannot be neutral, there must be something called "Nationalism" in it.
    And someone must be responsible for the fisherman's death......I htink the most easy way to get rid of this mess is Philippines apologized and that's it. No one will get hurt and we will regain our security (and probabaly the justice of fisherman which I cannot make sure since a lot of countries claim the sovereignty of that area.)

    ME : again i dont want to make my stand on this, coz its still under investigation. i dont want to say that its not our fault or its your fishermen fault. still there are no evidence proven...and beside its not the first time Philippine navy caught Taiwanese fishermen around our area of responsibility.. not only taiwanese but also other nationality..
    plus the fact that our country is rich in natural resources.. of course many would get tempted to fish around our sea..

    ST : ah! One of the reasons that we are angry because the fishermen were unarmed, but it was inhumane to put them to death.

    ME : yes i also read an article about that and i also read another version... no one really knows what happened.. and besides why are they there inside our sea when in fact at the first place they know they'll get apprehended by the navy...


    ST : probably they are opportunists... they think that they won't be shot, so they risk to trespass in order to get some profits...

    ST : But .....it is said that Philippines overreacted because , the navy can arrest them ,but they cannot just shoot them ,especially they are unarmed. I read the confession of the survived fisherman (in chinese) , the whole thing was just like a ruthless massacre.

    ME : they shouldn't have entered in the first place.. human as we are, we are bound to protect our rights..lets put it this way, you have a boyfriend and you went out to the club, then suddenly some girls starts to get close to your guy and starts seducing him,, now tell me what would you do?

    Taiwan tech sector to suffer if Pinoy labor import is frozen, warns Taiwanese official

    Taiwan's tech sector may be hit hardest if Taiwan freezes the importation of Philippine labor due to a row that killed a Taiwanese fisherman last Thursday, a Taiwanese labor official admitted Sunday.

    Lin San-quei, head of the Bureau of Employment and Vocational Training, said Filipino workers have a good command of English and skills for operating machinery, Taiwan's Central News Agency reported.

    The labor bureau estimates there are 87,000 Filipino laborers in Taiwan, most of whom work in the manufacturing sector. The others are mainly domestic caretakers, the CNA report said.

    A Taiwanese fisherman, Hung Shih-cheng, 65, was shot dead in an encounter with Philippine authorities in disputed waters last May 9.

    Philippine Coast Guard officials said the Taiwanese boat may have tried to ram their vessel.

    Taiwan threatened to suspend the importation of Philippine labor if the Philippines does not respond to its demand for an apology and investigation in 72 hours.

    Meanwhile, the CNA report said some Philippine workers in Taiwan voiced sympathy for Hung's family, with some in favor of an apology by the Philippines. — BM, GMA News

    Nalagot ko aning Taiwan... Grabeh mu-impose kung unsa dapat buhaton sa Philippines mura nato sila boss... Gamiton pa pang-hadlok ang mga OFWs...

    Sala sad ni sa mga previous governments na gihakot lang ang kaban ng bayan... Dapat jud nagfund para sa military especially sa navy kay islands baya ang Philippines... Kinahanglan sad daghan na trabaho diri with good pay aron di na ma-force ang mga tao na mag-abroad... Tan-aw hinuon nila sa mga pinoy kay ila mga tsimay...

    Sunud-sunuran na lang ta ani sa lain countries kay if ever naay conflict sa ila, ang first jud na pang-hadlok kay ang OFWs kay sila ang first maapektuhan...

    If mu-appologize ani ang Philippines na ambot na lang...

    It's time to man up. We shouldn't be bullied just because we lack miltary and naval power. What's ours is ours.I agree on the actions done by the philippine coast guards.This will set an example that taking aggressive actions on phillipine waters shall be dealt accordingly..
