^ Those aspects are considerable. The Philippines just boomed, "RECENTLY". Our growth was sluggish in the 70's up to the 90's as compared to the booming economies of the rest of the ASEAN countries. It's understandable why we don't have yet a very competitive infrastructure since we are 3 decades behind from them but at least for now we are seeing projects and we know that in the long run, the PHL will catch up with them. We are already improving our competitiveness in terms of infrastructure through the PPP's of the current administration.
Human resources - as I said, we already have a very large and a very competitive labor force. Our edge is the fact that it is in this country you'll have "lower-cost equals a much higher quality of work". Who would hesitate hiring Filipinos then?
Our government had been and will be always business friendly, Aquino's push for a higher GDP growth in his term is already a bold indication of his government's commitment to the long term development of the Philippines. Though I won't suggest these at all times. Because, as a government, their concern is always the welfare of the people they serve and sometimes too much business bias can undermine the living standards of the citizens so they always have to keep a balance.
