Maglevs are trains not cars. The general concept of a car is that it's a vehicle that doesn't require a fixed track to travel on. Furthermore, while maglev trains technically travel through the air by "floating" (no contact with surface of the rail during high speed mode, therefore no friction), this effect doesn't mean that it's "flying". For example, a hovercraft travels over a cushion of air, but we don't refer to the action of a hovercraft as "flying"--it's skimming above the ground. A real flying car should:

a) not require tracks

b) be able to freely move about the X, Y, Z axis using onboard power.
