    I share with Lito Osmeña’s feelings of frustration expressed in his official statement that this move was discriminatory to all Cebuano-speaking Filipinos. Truth to tell, I really can’t understand why this has happened because the local ABS-CBN station here airs their Central Visayas news in Cebuano, so what gives?

    This story is already two weeks old, but I didn’t write it until I checked with my friends in DILA. True enough, my good friend, Atty. Manuel Lino G. Faelnar, Vice-President of DILA Phils. Foundation, Inc. a director of Lubas sa Dagang Bisaya, Inc. (LUDABI) and a Director of Akademiyang Bisaya emailed me a note saying that the requirement by ABS-CBN to review the Cebuano advertisement before it could be aired is prior restraint and prior censorship and it transcends the language issue and is abhorrent to our political processes.

    Atty. Faelnar cited Article 19 of the Universal Declaration of Human Rights (the Philippines is a signatory to this declaration) that says “Everyone has the right to Freedom of Opinion and Expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.”

    Atty. Faelnar adds, “In Article 12 of the UN Universal Declaration of Linguistic Rights, it says, “Everyone has the right to carry out all activities in the public sphere in his/her language, provided it is the language specific to the territory where s/he resides. These activities in the public sphere include political advertisements. Furthermore, ABS-CBN’s requirement for a Tagalog translation so the advertisement could be aired is vexing and humiliating, not only to Cebuanos but to all non-Tagalog Filipinos.

    thats the best thing to do for Lito, ABS CBN is discriminating Bisayan dialect candidates - good for them.
