Blow hot blow cold ni nga issue. The problem with the hospital is the classic "too many cooks in the kitchen". The hospital needs to work with and work through several layers of "management" (= bureaucracy) effectively tying their hands from doing what needs to be done. Privatization is not the solution as this will deny the city a basic service, public health, from the city government.
