Mayor’s SOCA Friday as MassKara kicks off
    BY CHRYSEE SAMILLANO

Bacolod Mayor Evelio Leonardia will deliver his State of the City Address on the opening of the 31st MassKara Festival at the Bacolod City Government Center on Friday.

Leonardia said he has written the Bacolod Sangguniang Panlungsod yesterday requesting for a special session when he delivers his SOCA at 3 p.m. on Friday.

He said the significance of Oct. 1 is that it is the opening of the MassKara Festival, which, in essence and in reality, is a celebration of the Charter Anniversary of Bacolod.

MassKara festival director Eli Francis Tajanlangit said Leonardia will officially declare the festival open at the government center where the first live public rendition of "Kari sa Bacolod: MassKara 2010," the official festival music, will be held.

The two festival sites – Bacolod public plaza, which is the heart of the MassKara Festival celebration, and SM MassKara Village – will be officially opened Friday, he said.

It is but fitting that the festival will open with the SOCA of the mayor, considering that the MassKara is a celebration of Bacolod's cityhood, Tajanlangit said, adding, “It is timely for the mayor to tell us the state of the city as we kick off the festival.”

At 6:30 p.m., the Diocese of Bacolod will unveil the icon of Our Lady of the Holy Rosary of Bacolod at the San Sebastian Cathedral.

Fr. Felix Pasquin, rector of the San Sebastian Cathedral, said the unveiling also marks the first of the nine-day novena masses in preparation for the Oct. 10 feast of Our Lady of the Holy Rosary who is the secondary patron saint of Bacolod, next to St. Sebastian.

    CONCERTS, CONTESTS

At 7:30 p.m. a concert will be held at the Bacolod public plaza as the first night of partying heats up the 19-day merrymaking.

Ten MassKara Queen 2010 candidates will add color to the festivities as they display wit, beauty, and grace in the major competitions leading to the coronation night on October 10, 7 p.m. at the University of Saint La Salle coliseum.

On Oct. 1 at 9 a.m. the candidates will have a motorcade parade around the city proper. The Talent Night pre-pageant competition will be held also on Oct. 1 at 5:30 p.m. at Providence Negros, with balladeer Richard Poon as guest.

The candidates will sashay in the catwalk during their Ramp Modeling Night on Oct. 2 at 7 p.m. at the 888 Chinatown Square Event Center, while the interview preliminaries will be held on Oct. 3 at 4 p.m. at the SM City Bacolod Event Center.

    STREET DANCING, COUNTDOWN

Colorfully masked dancers will once again romp the streets during the two-day street-dancing competition on Oct. 16 for the school category and Oct. 17 for the barangay category.

The fourth installation of the Electric MassKara at the Tourism Strip along Lacson Street will feature, for the first time, a float parade competition of 10 groups.

The Countdown to the Charter Anniversary will be held on the eve of October 19. Started in 2004, the Countdown is a giant street party with live bands as the city keeps vigil for its 72nd year celebration.

Seventy-two seconds to midnight of October 18, or the eve of October 19, the party counts down and at 12 midnight, city officials led by Leonardia, and the people partying at the government center, will sing “Happy Birthday, Bacolod!”

The party at the government center will be beamed through giant screens at the old City Hall and at the Bacolod public plaza, where there will also be a simultaneous partying.

    CHARTER DAY AND MASSKARA

Meanwhile, Leonardia said the MassKara Festival did not sprout on its own but was triggered by the celebration of the city’s charter day.

The SOCA will address the questions “Where are we, what have we been doing, and what are the major programs and projects that we are going to pursue in the next three years,” he said.

Leonardia said he is always conscious that this is going to be his last term as city mayor so that there is a self-imposed pressure that this is the only chance he can do whatever he can for the city.

“So I believe that I have to be precise and I have to be focused to see to it that whatever is left to be done in my plans and programs for the city, must be finished by the end of this term,” he said.

Leonardia said that after the delivery of the SOCA, they will have the formal opening of the MassKara Festival at the government center.

They will ask Vice Mayor Jude Thaddeus Sayson and the councilors to join them for the declaration of the opening of the MassKara Festival and the 72nd Charter Day of Bacolod, he said.

On the other hand, Leonardia said the death of British businessman Anthony Nicholas, 65, in Sipalay City on Sept. 6 was an isolated case and will not affect tourist arrivals in the city. This was his reaction to a UK advisory against travel to the Philippines from the United Kingdom.

He said he hopes justice will be given to the family of Nicholas.

    FESTIVAL NOT AFFECTED

Leonardia said a businesswoman he had talked to informed him that as early as August, they could not find an available hotel room for their guest to stay in. He was also informed that the biggest hotel in the city is already fully booked for the MassKara Festival next month, he said.

“So as far as the MassKara Festival is concerned, it will not be affected by even the heinous hostage crisis incident in Manila last month. In the first place, we are not dependent on Chinese tourists,” Leonardia said.

He said the city recorded 358,159 visitors or tourists in 2009, compared to 335,809 in 2008, or an increase of 6.7 percent.

There were 74,453 foreign visitors recorded in Bacolod in 2009 compared to 52,863 in 2008, or an increase of 41 percent, he added.

Leonardia said the Koreans are the number one foreign tourists in the city, totaling 39,596.

    MONEY MAKER

He said the Bacolod Tourism Office estimates that the tourism gross income or money spent by the tourists in the city is about P1. 045 billon a year, based on the formula of the Department of Tourism.

Leonardia said that when he came back as mayor in 2004 there were 1,612 hotel rooms in Bacolod, compared to 2,639 in 2009, or an increase of 65 percent.*CGS

Okay sila both depende sa needs mo but if purpose nimo kanang duol ra jud sa plaza then go for Bacolod Pension house. But inigawas nimo expect naka daghan mga stalls, ilimnan and daghan kaayu tawo kay plaza baya...

If ganahan ka magchill2x sa Kundutel kay mas daghan nightlife diha. 1 ride ra man going to plaza then lakaw gamay
You can take a cab going to SM duol ra na kaayu. If jeepney basin masaag ka kay naay rerouting coz of the festival.

Sayon ra kaayu ang Hiligaynon duol ra sa Cebuano.
