Ex-RGMA station manager confirms ratings manipulation
A former station manager of RGMA Network Inc., which manages GMA Network’s provincial stations, on Friday confirmed allegations of ratings manipulation in Bacolod City, Negros Occidental.
Fred Alejaga, former station manager of Super Radyo Bacolod, said the alleged ratings manipulation was part of RGMA's "dirty tricks" to boost its ratings.
He said employees who were involved in the alleged manipulation were prohibited from divulging the illegal activity to their colleagues.
"Compartmentalized. Hindi dapat sinasabi… kasi top secret itong ginagawang ito. Hindi mo pwedeng sabihin sa lower echelon baka mag-leak. 'You must be careful na hindi kayo mahuli tsaka hanapin mo ang headquarters.' Other detailed trabaho sa level lang namin 'yon," he said.

Alejaga worked for RGMA starting August 2004. He resigned in February 2007.
Alejaga also confirmed that the broadcast company had allegedly allocated P150,000 in standby funds to purportedly finance the "special operations" and a special budget for its so-called field interviewers.
The former station manager also said the company recruited Toto Aliguin, one of the informants who approached ABS-CBN Broadcasting Corporation to reveal the ratings scam.
Aliguin has earlier confessed that he had located research firm AGB Nielsen Media Research Philippines' panel home members and bribed them to switch to another channel.
The identities of AGB panel households are supposed to be kept secret to maintain the accuracy and integrity of ratings surveys.
Alejaga said he knew that ratings manipulation is illegal but he was forced to do it in his desire to win the ratings game.
"Tayo ang pinapakinggan ng tao pero matalo tayo in one week's time kung hindi tayo marunong during survey time. Masama nga sana pero wala kang magawa. Kung hindi ka sumasabay sa ganyang gawain ay mawalan ka ng pera, wala kang advertisement. Kasi 'yong bible ng advertiser 'yong survey results," he said.
(People tuned in to us but we would lose in one week's time if we didn't do anything about the survey. It was illegal but we couldn't do anything about it. If we didn't do this, we would lose in advertisements since survey results are the bible of the advertisers)
He maintained that it is not his intention to besmirch the reputation of GMA, saying that he hopes that the ratings controversy would force research firms to implement reforms to avoid a repeat of the incident.
"… [ang mga] owners ng TV set, owner ng radio sila ang manguna na hindi magpa-manipulate. Itong nangyari this is a blessing in disguise na ma-correct itong results na hindi manipulated kasi kawawa naman ang mga advertisers," he said.

In a statement, Miguel Enriquez, RGMA's president, maintained that the company would not cease legitimate promotional operations.
"Our radio stations continuously conduct promotional activities, all of which are announced heavily on air and are conducted openly. Several promotional activities are conducted in cooperation with some of the most prestigious advertisers and advertising agencies in the country," Enriquez said.
He added: "RGMA will continue its legitimate radio promotional activities especially because they add to the enjoyment and listening pleasure of our listeners."
Alejaga is the former boss of Donard Nojas, then RGMA's anchorman and program director, who also came forward to reveal the alleged ratings manipulation in Bacolod.
Nojas also confessed of knowing GMA's alleged "special operations" in the area.
GMA also denied Nojas' accusations, saying that he was a disgruntled employee who was laid off March of last year for violating company policies, serious misconduct, gross neglect of duty and loss of confidence.
"GMA Network strongly denies the accusations made by Mr. Donard Duane L. Nojas that RGMA Bacolod hired ABS-CBN's informant Toto Aliguin or anyone to look for panel homes in Bacolod City and that it conducted special operations to increase its ratings," the network said in a statement.
Nojas, meanwhile, stood firm on his statement that radio ratings like television were also being manipulated in Bacolod.
"We have special budget for that to buy out certain surveyors basta ma-identify lang namin at ma-justify namin 'yong gastos sa survey... gawin lahat anong klaseng manipulation basta kakayanin ng budget or even beyond our budget basta ma-justify lang namin na aangat 'yong rating ng Super Radyo we will be supported by the network," he said

Nojas said the management of RGMA was allegedly behind the manipulation. He urged RGMA officials to undergo lie-detector tests to find out who is telling the truth.
