Yes...Rules of Engagement.... "do not engaged unless you've been engaged"... sa bisaya pa ayaw labaya kung wala ka labaya...but in real world... it ain't that simple..., the bullet is BLIND..., in battlefield usually it's more about who's the enemy and who's not... NPA don't follow ROE.. simply because they are the aggresor and they are not restrained unlike sa AFP they have restriction...
