Yes, anyone can enter and join/watch/enjoy the event. Even though you're not a contestant of any contest, you can join and participate OtakuCon. pero xempre, naa'y entrance fee xD

I think naa'y booth ang organizers for the shirts during the event.. ^^

I think the organizers will also sell shirts during the event. But if mag order cguro ka daan, mas maayu..^^

most of the activities will be held outdoors.
the movie/film showing and the pc game tourneys will be indoors.

yes, you can enter without having to be a UP student, we can identify the cosplayers from the costrippers because of registration procedures.

Yes, those who've placed orders can claim their shirt with the size they specified before they run out. The shirts are limited, so it's best you order nao.

Otaku Fest is open to everyone. By everyone, I mean every one.

Ayaw mo'g kabaka sa food. Daghag food booths. The canteen might be open, they usually are on saturdays.

And the film viewing is free
