there are lots of them that pnoy wanted to start but ofcourse SC has the power to interpret all of those. bUT because the SC is always oppose how can a president start if even on the start he already has an enemy in his admin. what about you think about it, want to be a leader of a group yet their is an enemy of yours, can you start being a leader by not being affected by your enemy's idea about you.

Progress is primarily within the scope of the Legislative and Executive branches of Government. Maybe something's wrong in those two branches that is why we're not seeing much "progress"...

a CJ's vote is no better than any other justice's. Corona's vote on the matter equates to just one. If the the SC as a collegial body deems something unconstitutional, in this case PNoy's supposed "projects", then it is not solely Corona's own doing. There are 14 Justices, there has to be either a unanimous or majority decision to decide on the matter.

And black propaganda po yun "all of CJ Corona's decisions are pro-Arroyo"--in fact he voted 4 big ones against Arroyo during her term.
