During the Senate hearings last year, defenders of the NBN/ZTE contract insisted that the government had no choice but to abide by the conditionalities of the donor country. One condition was that the project be exempted from the bidding process. Also, the donor country maintained that it will choose the contractor. "Borrowers cannot be choosers," government defenders whined.
During the "Harapan" debates on TV, the government team repeated this lame argument. This administration has conveniently forgotten that it is a signatory to the Paris Declaration on Aid Effectiveness of 2005. The donor country is also a signatory.
In the Declaration, both donor and recipient countries agreed that the practice of tying aid to conditionalities should be stopped. The framework is partnership. They agreed to five principles. The first is on ownership. Donors committed to respect recipient country leadership and ownership. The second is alignment. Donors should align projects to the development strategies of recipient countries. The third is harmonization of donors’ actions. The fourth principle is managing for results. Finally and most important, the fifth principle is mutual accountability.
Obviously, government functionaries are not aware that their views belong to the Jurassic period. They may not have heard of the very Declaration their own government signed only three years ago. Donors can’t just push recipient countries around unless it is with their consent.
Perhaps, as Jun Lozada has suggested, corrupt Filipinos advised the donor country to put in those obnoxious conditionalities to insure that ZTE will get the contract?
