The law is still applicable to those who surrender and captured in good will, but for those who resist arrest and even ready to fight and to kill even proper warrant has been issued, should be taken down in order not to inflict another life of an innocent.

Looks like a dictator in the making. I admire Duterte as a leader, but I'm afraid he'd have to go against the constitution and most provisions of the human rights to enact what he envisions.
